- This is a Sole Source Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to award a modification to contract N00024-13-C-6402 with The Boeing Company to design and produce up to 25 High Altitude Anti-Submarine Warfare (ASW) Weapon Capability (HAAWC) Air Launch Accessory (ALA) kits that will be used in support of Integration Testing, Operational Testing, and Launch Platform testing beyond that identified at the time of the award of the basic contract, as well as associated telemetry kits and ALA containers. This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. A competitive procurement conducted in 2013 resulted in The Boeing Company being selected as the HAAWC ALA kit and related equipment developer and original equipment manufacturer. The U.S. Government does not own all rights to the technical data package and, therefore, cannot pursue a full and open competitive contract for the production of the HAAWC ALA kits, telemetry kits, or ALA containers. Therefore, substantial duplication of cost to the Government will not be recovered through competition of these units. The intent of this notice is not to solicit competitive offers. The proposed contract action is a modification to an existing contract for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Email is the only allowed method when responding to this synopsis.
