Description
This is a Notice of Proposed Contract Action under the FAR 13.5 Test Program for Certain Commercial Items under Simplified Acquisition Procedures and Other Than Full and Open Competition FAR 6.302-1. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. The AFRL requires a highly specialized advanced high speed modem (version Gen 4B) that uniquely satisfies the requirements of this immediate in-house requirement. The modem is capable of a data rate of several gigabits per second while using higher order modulation capabilities up to 64 APSK. This capability has been developed over the last ten years to address several military specific airborne ISR programs. The characteristics of the RF modem required for this hybrid RF/optical application that AFRL is pursuing include the features described below. This is critical for future ISR airborne applications (one of the service core functions for the AF). DESCRIPTION OF SUPPLIES REQUIRED TO MEET THE AGENCY'S NEEDS: Two (2) high speed Gen4B communications modems capable of the following: - Variable data rates using 8-PSK, 16-APSK, 32-APSK and 64-APSK modulations will be supported - Up to 4.5 gigabit per second capability using 1 GHz of bandwidth and ¾ coding rate - Inclusion of interfaces for high speed 120 Gbps router with the following capabilities: • 4 each 10 G Ethernet multimode fiber interfaces IEEE Std 802.3ae-2002-SR • 4 each 10/100/1000 Ethernet copper Interfaces IEEE Std 802.3i,u,ab • Data forwarding based on Layer 2, 3 • Access Control Lists (ACLs) at Layer 2 and 3 • IPv4/IPv6 compatibility • Link Port - BE-CDL Rev[B] • Capable of Layer 2 Retransmission Selective Acknowledgement (SACK) • Per port priority queuing and rate control Modulator IF Output: • Center Freq: In the 7 to 8 GHz range • Pout: -10 dBm +/- 3 dB • Bandwidth: 1.0 GHz Demodulator IF Input Demodulator IF Input: • Center Freq: In the 7 to 8 GHz range • Pin: -10 dBm +/- 6 dB • Bandwidth: 1.0 GHz Demodulator IF Input • Includes Turbo Product Code (TPC) codec Flexible framing Interfaces shall include: • Test chassis • Backplane • Red Egress card • Red Common Base card module • Router module • COMSEC bypass module • Black Common Base card module • Black Egress card • Tempest/EMI filter module • Power supplies • Internal cable set • External cable set - Capable of operating from a single (red or black) 28 Volt supply - Timing and Frequency Reference System The Government intends to negotiate a sole source contract with L3 Communications Systems West, 640 North 2200 West P. O. Box 16850 Salt Lake City, UT 84116-0850. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. A Sole Source Justification will be attached to the subsequent Notice of Award.
