- GENERAL INFORMATION: Document Type:Pre-Solicitation Notice Solicitation Number:EA-133W-14-RQ-0573 Posted Date:July 1, 2014 Current Response Date:August 04, 2014 Set Aside:Unrestricted CONTRACTING OFFICE ADDRESS: U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), 200 Granby Street, Room 815, Norfolk, VA 23510 Synopsis: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) has a requirement to for the replacement of 403MHz Radiosondes and Radiosonde Ground Systems in the Cooperative Hurricane Upper Air Station (CHUAS) network. The Radiosonde ground systems in the CHUAS network have reached their End of Life. The National Weather Service supports 10 upper air stations in the Caribbean. Each of the ten Caribbean upper air stations launch a balloon-borne instrument called a Radiosonde into the air twice a day to produce atmospheric profiles of pressure, temperature, humidity and winds. These Radiosonde observations form the backbone of weather forecasts, National Hurricane Center (NHC) forecasts and upper air analyses, which support the NWS mission to protect life and property. The period of performance of this procurement will be for five years after the date of award. The Government anticipates awarding a firm fixed price contract based on lowest price technically acceptable basis. The solicitation will be competed as unrestricted requirement. The North American Industry Classification Code System (NAICS) code for this procurement is 334519 and the size standard is $25.5 million. All responsible and fully responsive businesses may submit a quote which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. A Request for Quote (RFQ) solicitation will be made available for download on or about July 21, 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Electronic submission of the contractor's quote is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is August 04, 2014; however, the actual date offers are due will be stated within the solicitation documents. All responsible sources may submit a quote, which shall be considered by the agency.
