Description
Project Title: Implementation of the Personal Signature Management Program (PSM), Signature Management Training Plan (STMP) Announcement No.: N00173-14-R-RV05 The Government hereby submits a notice of intent to award a sole source firm fixed price task order on the Mission Oriented Business Integrated Services (MOBIS) - Schedule 874 GSA Federal Supply Schedule (FSS) for the implementation of the PSM concepts into the basic training command (BTC) curriculum for the Basic Underwater Demolition and Seal (BUD/S), SEAL Qualification Training (SQT), and Crewman Qualification Training (CQT); and deliver the Train the Trainer (T3) and Signature Management Operator (SMOC) pilot courses to NSW's forces in San Diego, California and Virginia Beach, VA; and the implementation of the T3 and SMOC courses into the Advanced Training Command (ATC) curriculum to O'Gara Training and Services, a small business. The period of performance for this effort will be a 12-month base period with three (3) 12-month option periods. The total estimated value is less than $1,000,000.00. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-2 for the aforementioned requirement based on the application of FAR 8.405-6(a)(1)(i)(B). This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
