- This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Omnicell Inc., located at 1201 Charleston Rd, Mountain View CA 94043. Services will be from 10/01/2014 - 09/30/2015 with four (4) twelve (12) month option periods under NAICS 511210. The Vendor shall provide VISN 16 Pharmacies with software that contains the following characteristics: A.VISN 16 Pharmacies are required to monitor and track usage of controlled substances, and to detect potential diversion of controlled substances. To facilitate inventory control and documentation, many pharmacies utilize Pyxis or Omnicell automated dispensing machines (ADM's) to store and record use of medications. B.A software program is required that interfaces with the VA software to overlay dispensing data from automated drug storage devices (e.g., Omnicell and Pyxis machines). The software must provide detailed utilization reports. Reports will be used to track/trend removal of drugs (e.g., controlled drugs) to more readily detect unauthorized use, diversion, etc. C.The software program must convert data from Pyxis, Omnicell and Accudose ADM's to an SQL database. This data will then be utilized to produce long term utilization patterns to detect potential diversion of controlled substances and/or other medications at risk for diversion. It must also provide long term use analysis for inventory control and stock levels. It must not transit sensitive data to a vendor for storage and report generation, in accordance with VA information security mandates. D.Neither Pyxis nor Omnicell software has the capability to perform the detailed analyses required by VISN 16 pharmacies in an expedient manner. As a result, VACO PBM office strongly encourages each facility that utilizes ADM's to purchase software packages for controlled substance monitoring. ADM reporting systems, e.g., Omnicell, allow the user to select data either by patient or nurse, but not by both, and only for specific drug classes. VISN 16 facilities need the ability to provide more focused information in a simple format without having to compare multiple reports. VISN 16 facilities also need the ability to provide information in more than one format (numeric and graphic). VISN 16 sites need the ability to "drill down" to specific users with a click of the mouse, versus running the same report multiple times with other software. Software must also provide Patient Safety reports which allow the user to specify a time interval and display activity/administration that exceeds that time interval (i.e., if narcotics are removed 'x' hours apart). Data from the software must reside at one central VISN 16 site and serve the other facilities in VISN 16. This will assure information security and not involve the transmission of VA data to outside sources. The period of performance shall be from 10/01/2014 - 09/30/2015 with four (4) twelve (12) month option periods. Clause 52.217-8, Option to Extend Services, 52.217-9 is to extend the term of the contract for the option applies. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 7:00 am on August 22, 2014 by email or fax, to tina.harris3@va.gov or 228-523-4324. When responding to this announcement, respondents should refer to Announcement VA256-14-Q-0998, Notice of Intent in the subject line and must utilize Microsoft Office 2010 software if responding via email for compatibility.
