Description
Justification for Other Than Full and Open Competition Request for Quote THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Special Notice with the intent to award a sole source firm fixed-price contract to Thermo Electron North America, LLC under the authority of FAR 13.106-1 based on Thermo Electron North America, LLC's unique technical qualifications as the only known company authorized to provide a MagnaRay X-ray Wavelength Dispersive Spectrometer to be integrated with the existing scanning electron microscope (SEM) equipped with a x-ray energy dispersive spectrometer (EDS). The National Transportation Safety Board (NTSB) knows of no other source able to provide a compatible component. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide equipment that performs the required work. This requirement is being procured in accordance with FAR subpart 13.5, Test Program for Certain Commercial Items. Background The NTSB is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. In September 2010, the NTSB awarded contract NTSB-C-10-0001 for one (1) Field Emission Scanning Electron Microscope (FESEM). The current FESEM provides higher resolution and brightness for conducting detailed examination of fracture features, particularly with low acceleration voltages and charge dissipation methods required for optimal examination of surface features on nonconductive and low atomic weight materials. Currently, the NTSB has a Noran System 7 X-ray Energy Dispersive Spectrometer (EDS) supplied by Thermo Electron North America, LLC incorporated into the FESEM. Since its procurement, the System 7 spectrometer has supplied adequate analysis of most elements. However, it and other EDS systems have limited spectral resolution at lower energies. To overcome this and other limitations with EDS the NTSB has a need to enhance the FESEM by acquiring a Thermo Electron North America, LLC MagnaRay X-ray Wavelength Spectrometer to use in conjunction with the existing EDS system. The Noran System 7 software, which is proprietary to Thermo Electron North America, LLC, will operate both spectrometers. Thermo Electron North America, LLC is the known source to provide the MagnaRay X-ray Wavelength Spectrometer to use with the current Noran System 7 software. This enhancement will add capability to the NTSB laboratory for conducting chemical analysis in the examination of accident components. Required Capabilities The contractor shall provide all labor, equipment, and other items and services necessary to integrate the MagnaRay X-ray Wavelength Spectrometer to the existing FESEM. The following items are required: • One (1) MagnaRay X-ray Wavelength Spectrometer. o Includes LIF, PET, TAP and NIC80 diffractors, sealed Xenon proportional counter with light element window. • One (1) MagnaRay interface kit for Zeiss Auriga 40 EDS port. • One (1) MagnaRay US power kit. o Includes power cable and fusing for 120 volts. • One (1) Computer Upgrade to Windows 7. o DELL OPTIOPLEX WORKSTATION WIN 7 64BIT.  64-bit  Intel Core i5 3.3GHz  1333MHz front side bus  8GB ram  1000GB SATA hard drive  16X DVD +/- RW drive  6 available USB ports Migration of the current NSS System 7 to this new PC during WDS installation. • One (1) Specialized diffractor for analysis of carbon and oxygen. • Installation and training. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to provide the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within seven (7) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
