Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 335999 with a small business size standard of 500 employees. AFRL requires the purchase of one (1) Second Harmonic Generator with Integrated optical fiber amplifier. The unit must convert 1550 nm light to 775 nm by the process of second harmonic generation. Internal to the unit shall be a polarization maintaining (PM) preamplifier and a PM power amplifier. The unit shall be specified to accept an input pulsewidth of 1.6 with an output pulsewidth of 1 picosecond. The unit shall produce >50 milliwatts of output power at 1 GHz, >25 mW at 2.5 GHz, and >4 mW at 10 GHz. The unit shall have a fiber pigtailed output with a 70% coupling efficiency. The unit shall have a turnkey operation. This unit is required to double the energy (create the second harmonic) of the input pulsed laser system and must be compatible to function with our existing PriTel optical clock laser system. The Government intends to negotiate a sole source contract with PriTel Inc., P.O. Box 4025, Naperville, IL 60567-4025 Through market research, the Government has determined that no other source can offer the above outlined capabilities. This is a notice of proposed contract action and not a request for competitive quotes. However, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. All inquiries should be sent by email to the listed Point of Contact (POC) and must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2014. A Sole Source Justification will be attached to the subsequent Notice of Award.
