- Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm fixed-price design-bid-build construction contract for the construction of Bolden Elementary-Middle School, MCAS Beaufort, South Carolina. This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This is to reference the Sources Sought Notice under the same solicitation number posted to www.fbo.gov on January 10, 2014 requesting small business industry interest and capability statement. Based on responses from the Notice, it was determined that the requirement should be offered with full and open competition. The NAVFAC SE Small Business Office concurs with this set-aside determination. The contractor will be required to construct a 104,227 sq. ft. elementary-middle school featuring a two-story structure with standing seam metal roof, specialized geothermal mechanical system, electrical, plumbing and telecommunication systems. Site amenities include playgrounds, athletic facilities, sports fields, roadways, POV and Bus parking. Work also includes the demolition of two schools and miscellaneous support structures estimated to be 103,346 sq. ft. Demolition will be performed for all foundation systems, sports fields and miscellaneous structures. This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non-cost/price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. Contract award is anticipated on or around 15 November 2014. The project completion date will be 1,041 days from the date of the contract award. The estimated price range for the entire project is between $29,500,000.00 and $36,500,000.00. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit are tentatively scheduled for July 23, 2014. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).
