- 1. Introduction The Transportation Security Administration (TSA), a component of the Department of Homeland Security (DHS) is responsible for protecting the Nation's transportation systems to ensure freedom of movement for people and commerce. These statutory responsibilities encompass providing the most effective transportation security in the most efficient way possible as a high performing counterterrorism organization. To enhance mission performance and achieve its shared goals, TSA is committed to promoting a culture founded on integrity, innovation, and team spirit. To this end, TSA requires Information Technology (IT) enterprise managed services capable of supporting the operational requirements of the agency and communications with the general public and other governmental organizations. 1.1 Purpose Through this Request for Information (RFI), TSA is seeking input from industry regarding the following: 1. Utilization of DHS strategic source vehicle (example, EAGLE II) for a managed services contract; and 2. Mitigating the impact a managed services IT contract may have on achieving small business goals. Any information provided will only be used to inform TSA of the industry best practices, capabilities and trends associated with enterprise managed service contracts. 1.2 Background and Overview TSA's IT infrastructure and customers are currently supported by the IT Infrastructure Program (ITIP) contract. The ITIP contract provides the skill sets necessary to operate and maintain the TSA IT Enterprise to include supporting the TSA end users. TSA determines and provides for all the hardware and software that is included in the enterprise and supports the users. The TSA IT Enterprise supports approximately 60,000 employees at various locations, including TSA Headquarters in Arlington, VA; approximately 550 airports and Federal Security Director (FSD) offices; international support sites; and numerous other mission critical centers and locations. Approximately 85 percent of TSA users are a combination of Transportation Security Officers (TSOs) and Federal Law Enforcement Officers (LEOs), while other TSA staff includes TSA HQ employees and field security operations management and administrative support personnel. 2. Scope of this RFI TSA released RFIs in September 2013 and March 2014 seeking industry input regarding support for TSA's IT Enterprise. In September 2013, TSA sought input regarding industry best practices and different service models. In March 2014, TSA sought input regarding the managed service model. TSA continues to seek industry input into an enterprise IT managed service strategy that is beneficial to TSA and industry alike. 2.1 Strategic Source Contracts DHS Directive 060-01 requires mandatory usage of DHS strategic source contracts, such as EAGLE II. TSA is interested in understanding industry's ability to deliver a managed service to TSA under the DHS EAGLE II contract. In the March 2014 RFI, TSA requested input regarding contract period of performance. Many of the responses identified a period of performance greater than 5 years was necessary in order to amortize the investments necessary to make the managed service both operational efficient and cost effective for TSA. EAGLE II limits the period of performance of any task order issued against it to 12 months beyond the expiration of the 84 month ordering period. • If TSA utilizes EAGLE II to affect its managed service strategy for enterprise IT support, how would industry propose to deliver the managed service under the terms and conditions of EAGLE II? • Does industry believe that EAGLE II can be used to deliver the most cost effective technical solution which supports continual innovation and service improvement? Why or Why not? 2.2 Small Business Participation Under its current operations and maintenance model TSA has contracted with small businesses for most of its hardware and software requirements in an effort to achieve TSA's Small and Disadvantaged Business Procurement Goals. See Table 1.0, TSA FY14 Small and Disadvantaged Business Procurement Goals. Table 1.0 TSA FY14 Small and Disadvantaged Business Procurement Goals Prime Contracts Subcontracts Small Business 23% 45% Small Disadvantaged Business 5% 14.50% Women-Owned Small Business 5% 5% HUBZone 3% 3% Veteran-Owned Small Business Service-Disabled Veteran-Owned Small Business 3% 3% Under the proposed managed services strategy, the functionality provided by various hardware and software components of the enterprise would be delivered as a service to TSA with TSA accepting ownership of the components delivering the service as agreed to within the contract. • TSA is seeking industry's input as to how TSA can execute a managed service strategy while continuing to aggressively pursue its small business and small disadvantaged business contracting goals and contribute to the pursuit of DHS' small business and small disadvantaged business contracting goals as well. 3.0 Respondent Information Respondents must provide the following vendor profile information: • Company name • Company address • Company website URL • Company point of contact (name, telephone number, and email address) • Business type (large business, small business, small disadvantaged business, 8(a), etc.) 4.0 RFI Response Criteria This RFI does not constitute a Request for Proposal (RFP). This RFI is issued for information and planning purposes only and does not constitute a solicitation. TSA will NOT make an award of a contract on the basis of this RFI or otherwise pay for information received in response to this RFI. Do not provide proprietary information. TSA requests responses to this RFI be submitted no later than July 11, 2014 at 1600 ET.
