- This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. NO SOLICITATION DOCUMENTS EXISTS AT THIS TIME This Notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or Request for Quote or as an obligation on the part of The National Institute of Standards & Technology (NIST) for conducting a follow-on-acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary data may be part of this effort. If so, respondents are responsible for identifying proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted / non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. This Notice is not to be misunderstood as a commitment by NIST and does not imply an intention or the opportunity to acquire funding to support current or future efforts. Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing program support for its Program Development Office in the performance of its mission to deploy technology scouting (TS) and technology-driven market intelligence (TDMI) training and services to the Manufacturing Extension Partnership (MEP) system and support the MEP practitioner community with case studies, success stories, practitioner-based experience webinars and other appropriate means. Over the past 6 years, MEP has developed and begun deployment of services related to technology scouting (looking for a needed technology that is not available in the company's normal channels) and technology-driven market intelligence (looking for new markets/customers that would benefit from the company's technology assets). MEP Centers and their clients have exhibited increased demand for these services and the associated training needed to deploy them in service to their clients. In addition, there is a need for on-going support of the trainees in the form of mentoring to assist with the first projects sold and executed by the trainees as well as on-going community support. To fulfill this requirement, NIST plans to purchase training, mentoring and community support services. The services shall meet the following minimum requirements. 1. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE TRAINING The vendor shall conduct Technology Scouting and Technology Driven Market Intelligence training events in modular format, including both a one-day "Non-Practitioner" training designed for, but not limited to, Center Directors, Managers, and Sales staff, as well as the follow-on "Practitioner" training designed for MEP staff intended to deliver Technology Scouting and/or Technology Driven Market Intelligence to subject matter experts (SME) clients. Training will be conducted in coordination with the appropriate Center(s) which are hosting the event. The vendor shall arrange and provide all logistical support for these training sessions. 2. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE ASSISTANCE/MENTORING The vendor shall provide direct Technology Scouting and/or Technology Driven Market Intelligence assistance to MEP Centers as required. Support may be on-site or via telephone at the discretion of the Contractor. It is expected that the assistance days shall support the Centers that have been trained and a number of projects to be specified by NIST MEP. 3. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE WEBINARS The vendor shall deliver a specific number of one- to one-and-a-half hour webinars on topics identified from class feedback and experience. The topics will include mind mapping, advanced searching including using Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) projects as sources of technology. 4. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE COMMUNITY OF PRACTICE SUPPORT The vendor shall provide support for the NIST MEP community of practice on technology acceleration or its successors. The support shall include development and delivery of case studies, success stories, monthly webinars on topics of interest defined by the community with the approval of the COR and otherwise unstructured advice to members of the community on technology scouting and technology-driven market intelligence topics. 5. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE PROGRAM AND PROJECT MANAGEMENT SUPPORT The vendor shall provide program and project management support, scheduling and oversight of assigned projects. 6. TECHNOLOGY SCOUTING/TECHNOLOGY-DRIVEN MARKET INTELLIGENCE MARKET RESEARCH The vendor shall conduct market research among MEP Centers to identify demand for TS/TDMI services by MEP Center clients and the need for training delivery to Centers themselves. 7. TIMELINE: NIST anticipates issuing a Request for Proposals for the services no later than the fourth quarter of fiscal year 2014 (third quarter of calendar year 2014), and awarding a Purchase Order for the system no later than the end fourth quarter of fiscal year 2014. NIST is seeking responses from all responsible sources, including large, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541611 Administrative Management and General Management Consulting Services with the Size standards $14 million. Please include your company's size classification and socio-economic status in any response to this notice. Companies that provide Technology Scouting/Technology-Driven Market Intelligence Services and Support are requested to email a detailed report describing their abilities to abdul-kudus.yahaya@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that provides the services for which specifications are provided. 2. Indication of number of days, after receipt of order that is typical for starting such services and support. 3. Indication of whether services and support for which specifications are sent to abdul-kudus.yahaya@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for TS/TDMI Training and Services. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Companies are requested to submit the aforementioned Technical Information to the point of contact identified below by no later than 3:00 PM Eastern Time July 11, 2014
