- SYNOPSIS for Sole Source License Maintenance Renewals for IBM's Maximo Asset Management, Maximo Asset Management Limited, and Maximo Adapter for Microsoft Project This procurement is in support of the NSWC Corona Division, Force Training Assessment Department, Combined Tactical Training Ranges (CTTR) Information Enterprise Management System (IEMS). The procurement consists of license maintenance fees for existing software used by the CTTR. License maintenance fees are for enterprise applications used by the CTTR for maintenance management and business processes. The license fees are for IBM Maximo Asset Management, Maximo Asset Management Limited, and Maximo Adapter for Microsoft Project. Each of these license maintenance agreements are renewed yearly. The impact if the license maintenance were not renewed would be an impact on competent management of the IEMS system and users. The enterprise applications are complex software that require support from the original vendor for failures, corruption of data files, software fixes, patches, and application upgrades. These maintenance agreements are crucial for the continuing use of these applications, and the management of the system by developers and administrators. The loss of the IEMS capability would have a large impact on the data management of operation and maintenance trends and most likely future funding that supports Navy training. Through the Enterprise Software Initiative (ESI) established in 1998 by the Chief Information Officer of the Department of Defense, the Government has a Blanket Purchase Agreement (BPA) with immix Technology, Inc. to provide IBM Software product licenses and maintenance to DoD agencies. Based on this BPA only one source and no other supplies will satisfy agency requirements. The Government intends to award a sole-source, firm fixed price contract to immix Technology, Inc. McLean, VA 22102 who is the required source for IBM based on the ESI stated above. This requirement will be awarded on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (1), as implemented by FAR 6.302-1(a)(2). This procurement is for commercial items in accordance with FAR Part 12. The associated NAICS Classification is 423430 and the size standard is 100 employees. No solicitation will be issued but responsible sources may submit a capability statement that indicates their ability to satisfy this requirement, proposal or quotation. Requests must include company name, address, point of contact name, telephone number, fax number, county, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Interested parties may submit inquiries or requests for information to the Contract Specialist, Pamela Jarrett, at pamela.jarrett@navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
