- THIS IS A PRE-SOLICITATION NOTICE ONLY. The Mission and Installation Contracting Command Yuma Proving Ground Yuma, Arizona intends to issue a solicitation for a Multiple Award Task Order Contract (MATOC). The MATOC will be used to execute construction and installation requirements to include Inside Plant (IP) and Outside Plant (OSP) construction to expand and modernize the United States Army Yuma Proving Ground (USAYPG) telecommunications infrastructure. During the contract period, the Government will identify construction/installation tasks required to complete each specific project. The Contracting Officer (KO) will issue Request for Task Order Response (RTOR) to the awarded Contractor(s) to compete for future projects. The contractor shall provide labor, equipment, materials and supervision necessary to perform a broad range of telecommunication infrastructure projects which may include construction and installation of new work and repair and maintenance of existing work. The Contractor shall perform in accordance with (IAW) the National Standards, Codes, and Practice documents which will be issued in the solicitation. The contractor shall also perform to the standards and specifications, as well as drawings, and requirements that will be developed for each Task Order (TO) under this contract. The Contractor shall be responsible for performing all activities of management duties, day-to-day operations, inspections, and clean up as a part of this contract. The contract type will be a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) with an anticipated base period of twelve months, and four 1 year option periods. The guaranteed contract minimum is $10,000.00 for the base year. There is no guaranteed minimum for option periods if the government exercises the option periods. The maximum potential value for the MATOC is $6,500,000.00 if all four option periods are exercised. Option periods will be exercised at the government's discretion. Funds are not currently available for this requirement. This project is Subject to Availability of Fiscal Year 2014 Funding. Individual task orders will be FFP and will range from a minimum of $2,000.00 to a maximum of $1,000,000.00. Competition will be limited to 8(a) construction firms with the assigned North American Industry Classification System (NAICS) code 237130 - Power and Communication Line and Related Structures Construction, with a small business size standard of $33.5 Million. The solicitation is a best value Lowest Price Technically Acceptable (LPTA) Request For Proposal (RFP) subject to FAR Part 15.101-2 procedures. To be considered acceptable, Offerors shall specifically address each of the evaluation factors set forth in the solicitation. A bid bond is required in the amount of 20% of the bid price or $2 Million, whichever is less. Performance and payment bonding will be required for each task order. The solicitation is anticipated to be issued/posted on or about 21 July 2014 under solicitation number W9124R-14-R-0012 to the Federal Business Opportunity (FedBizOpps) website at https://www.fbo.gov/. All contractors and subcontractors interested in this project should register at this site. Proposals are anticipated to be due on or about 20 August 2014. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The government intends to award without discussions, therefore, the Offerors initial proposal shall contain its best terms. The date and time of the pre-proposal site visit being held at Yuma Proving Ground, Yuma, Arizona, will be provided in the solicitation. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation. All solicitation inquiries must be in writing, preferably via email, to the persons specified in the solicitation. All answers will be provided in writing via posting to the web. To receive government contract award, interested parties must be registered in the System for Award Management (SAM) website located at https://www.sam.gov/portal/SAM/#1. Note to Offerors: The government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the Offerors by the government.
