- Combined Synopsis/Solicitation 14-100-SOL-00008 Combined Synopsis/Solicitation 14-100-SOL-00008 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 14-100-SOL-00008 is issued as a request for quotation (RFQ). The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, effective 01 Jul 2014 and includes FAC 2005-75 effective 24 Jun 2014. This RFQ is issued as a small business set aside under NAICS 541512 Computer Systems Design Services, size standard $25,500,000.00. The Government intends to award a firm-fixed price purchase order to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government. The Government requests a quote for the following requirements: CLIN 0001: Projet 660 Pro 3D Printer, Quantity 1, including training, maintenance, and warranty CLIN 0002: Option Year One Maintenance 12 months CLIN 0003: Option Year Two Maintenance 12 months CLIN 0004: Option Year Three Maintenance 12 months The Government has a requirement to purchase a 3D color printer and supporting maintenance and training. The contractor may provide the brand name Projet 660Pro 3D Printer, manufactured by 3D systems or equal machine. The salient characteristics are: 3D PRINTER REQUIREMENTS: General Requirements - the 3D printer must have the following features: maximum time to print full envelope: 24 hours, standard power interface: 100-240V, 15-7.5A, standard PC interface: USB/Ethernet/WiFi, standard file format:.STL. Printed Article Requirements - the end product of the print process must meet the following: minimum color depth: Full CMYK, minimum build envelope: 200mm x 300mm x 200mm, minimum feature size: 0.1mm, maximum layer thickness: 0.1mm. By-Products of the Print Process - the by-product or waste disposal resulting from the print process must meet the following: all-in-one unit (no separate by-product removal equipment), by-products are inert and can be disposed of without waste or air permit. 3D PRINTER VENDOR REQUIREMENTS: Training: Training shall be conducted at ASPR/BARDA after delivery. Training shall cover the following areas: system hardware and software, programming interface, preventative maintenance, troubleshooting, repair, diagnostics and calibration. The contractor shall provide standard commercial training on the use of the printer for up to five (5) people. The training shall be conducted within 2 days of delivery and set up and provide information on how to use the printer and daily maintenance at a minimum. Training will be conducted at Thomas P. O'Neill Federal Building, 200 C Street, SW, Washington, DC 20024. Maintenance: The contractor shall provide a standard maintenance agreement that includes onsite support within forty eight (48) hours of the call in for service. Warranty: The contractor shall provide system warranty for one (1) year after equipment installation. Calibration Check: The contractor shall perform a calibration check one (1) year after the 3D printer is installed. To be considered responsive, offerors must comply with all instructions contained herein. It is the offerors responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice and the on-line RFQ and amendments (if any). This notice neither obligates the Government to award a contract, nor does it obligate the Government to pay for any quote/proposal preparation costs. Quotes must be for all items stated. Quotations shall be valid for a minimum of 60 days. Only firm-fixed price offers will be evaluated.
