- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ). NASA Ames Research Center (ARC) requires a vacuum oven with resin infusion capabilities to support composite fabrication efforts. The vacuum oven with resin infusion chamber will be used to process a series of composite materials in the carbon phenolic family. Due to space limitations the outer dimensions are critical in meeting NASAs requirements. Additionally, chemical resistance of the oven interior is critical. Multiple set point vacuum and temperature controls through time are also required. The Vacuum / Resin Infusion Chamber shall have the following minimum requirements: 1) Fits in current lab space.The space is a walk-in hood with available dimensions of 40 W x 65 H x 48 D.Oven door opening height must not exceed 66. 2) The oven is capable of definitively reaching 220 degrees Celsius with a 0.25 to 1 degree Celsius ramp rate anticipated. 3) The internal dimensions of the oven must be a minimum of 26 x 24 x 24. 4) The oven has a dedicated liquid feed through for infusion (1/2" NPT or KF 25) located on the left side of oven for easy access to port. 5) The liquid feed through is for infusion of liquid contained in external tank. 6) Oven interior lining is stainless steel for chemical resistance. 7) A viewing window on door to monitor processing minimum size of 8 x 8 or 8 diameter. 8) Sweep gas port with valve for nitrogen. Integrated flow control with bypass for pressure/flow requirements. Need to control two pressures/flows: a)Flow meter in the 5 60 L/h range at 2-5 psi. (sweep gas function). b)No flow restriction at 5- 10 psi (backfill function). 9) Thermocouple (TC) feedthrough for up to 10 possible thermocouples with flexible leads inside oven. TCs need to be shielded probes and/or shielded surface mount (all hot junctions must be shielded and sealed from process environment inside the oven). TC type can be grounded or ungrounded depending on probe or surface mount type. At a minimum, a vacuum feed through for wire leads and external data logging with a way to monitor temperatures in real time and extract data from unit or feed to data logger. 10) Oven needs heavy duty shelves 100 pounds or greater capacity each with option to locate shelves at different heights. A minimum of 3 shelves is required. 11) Slide out shelving required (under weight of parts). No grease or dry lubricants allowed on shelving to assist slide out. A stop mechanism is desired on shelf at maximum slide out length. 12) The heater should be enclosed with no exposed elements. 13) A separate port is required for vacuum with an inner diameter of 0.75 or greater- the port is a temperature and outgas/solvent resistant tube/pipe. 14) The oven requires a process controller that is easy to change and view process parameters/steps during process. 15) The system is capable of monitoring pressure (vacuum) and has high chemical resistance. 16) Data logging of pressure (vacuum) is required to be built into unit or have a separate break-out box this capability should have TC logging also and be able to monitor data feeds and save data to a computer (flash drive, SD card, etc.). 17) Any hosing is metallic flex line and vacuum rated.These are also considered wetted parts as they are highly exposed to process conditions. 18) All chemical stability must be retained at peak operating temperature. 19) Vacuum controller with multiple vacuum set points controlled over time (multiple days) and bypass for purging. Other preferred but not required items (to be priced as separate options) A.Roughing pump capable of pulling to 10 torr. B.Full push button automation, including purge/backfill routine and process and data record start. C.Solvent trap and associated cooling and storage of condensed solvent (15-20 L per run, minimum) Past performance and product reliability are identified as important evaluation factors. Please provide the company/ organization name and technical point of contact for 3 customers who have purchased a similar system within the past 3 years. Indicate the warranty included in the offered purchase price. The provisions and clauses in the RFQ are those in effect through FAC 2005-75. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 333994 (Industrial Process Furnace and Oven Manufacturing) and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to ARC, Moffett Field, CA 94035-0001 is required within 60 days ARO. Delivery shall be FOB Destination. Installation is not required however vendor shall accommodate NASA technical personnel to visit vendors facilities before shipping for a checkout of the item. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2014), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUN 2014), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance.
