Description
"MARKET RESEARCH" Synopsis Th is is a SOURCES SOUGHT notice. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a Cost Plus Fixed Fee (CPFF) type contract to support the performance of analytical services. The applicable NAICS code for this requirement is 541990. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. RESPONSE DEADLINE: Interested sources shall submit a capability package by July 28, 2014 (15 pages or less) containing: 1) company name and address, 2) company point of contact, 3) email address, 4) phone number, 5) specifics addressing the work listed below and the company's capability, 6) specifics addressing existing subject matter expertise of arms control treaty implementation and compliance, 7) related past performance, and 8) general corporate information. Teaming arrangements, strategic alliances, or other business arrangements to satisfy this requirement are encouraged and welcomed. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Respondents are requested to identify teams, indicating each team member's size status based upon the NAICS code of the work that the team member may be doing. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances, if necessary, to perform the statement of work (SOW). A facility clearance of at least SECRET and a computing facility that is cleared to process SECRET data will be required (within sixty (60) days of contract award) for contract performance. All personnel who perform contract work must have a SECRET clearance or higher commensurate with their assignments. Electronic responses are acceptable if prepared in Microsoft 2007 compatible format. PERIOD OF PERFORMANCE: The current proposed Period of Performance is estimated to be one base year plus four option years. REQUIREMENT: The purpose of this CPFF analytical services contract is to provide SSP with arms control treaty implementation and compliance (ACTI&C) support. The Contractor must demonstrate the capability to provide the services as detailed below. This list is not all inclusive. Program Management Support The contractor shall develop and deliver a draft and Final Program Management Plan (PMP). The contractor shall document all support requirements in the PMP. The PMP shall cover the entire project and outline the tasks and deliverables necessary to meet the SOW objectives. The PMP shall include milestones, tasks, and subtasks as required in the SOW. The Contractor shall ensure that a high quality of service is maintained throughout the life of this contract. The contractor shall employ realistic and substantial methods and monitoring techniques for improving the overall quality of the Naval Treaty Implementation Program support services. As such the Contractor shall develop a Quality Control Program (QCP) to be approved by the Government. Technical Analysis. The Contractor shall analyze arms control treaties, agreements, U.S. policies, and nonproliferation agreements, Department of the Navy (DON) ACTI&C documentation, and any other relevant data to determine, evaluate, and validate DON implementation and compliance requirements, status, risk, feasibility, and issues. Investigation and research. The Contractor shall perform research and analysis in numerous areas including: Future arms control treaty and nonproliferation agreement initiatives Weapon and non weapon system capabilities Arms control treaty provisions Arms control impact on acquisition program life cycle development and military operations, exercises, doctrine, and non-traditional/rapid acquisition efforts Coordination. The Contractor shall collect from other DoD components and other governmental organizations information relevant to the DON arms control implementation and compliance program. Data Collection and Management. The Contractor shall develop strategies for the collection and management of data that is incorporated into applicable data management systems. The contractor shall access, input, retrieve, and report applicable data for use in reports, briefings, and treaty inspections. Meeting and Conference Support. The Contractor shall provide coordination, administration, and technical support for a variety of meetings and conferences. ACTI&C Outreach Program. The Con t ractor shall provide technical and analytical support to the overall ACTI&C outreach program. Back-up Treaty Management Center The Contractor shall maintain a back-up Treaty Management Center (TMC) in accordance with the TMC and back-up TMC requirements document. The back-up TMC should include: 5 laptops (with Microsoft Office suite, including Internet Explorer) 2 desktop computers (with Microsoft Office suite, including Internet Explorer) Conference table with 6 chairs 5 phones (4 that rollover to the main line) Printer Chemical Weapons Convention Support Technical Analysis. The Contractor shall perform analysis and report on DON Chemical Weapons Convention (CWC) implementation and compliance positions and issues, including emergent issues and those under negotiation; prepare responses, including Flag/SES-level responses, to tasks from Office of the Secretary of Defense (OSD), Joint Staff, and other DoD offices; and OSD CWC Planning Guidance. CWC Challenge Inspection (CI) Readiness. The Contractor shall maintain a cadre of trained, qualified personnel to augment, and support the DON CWC CI response elements, to include the facility assistance team, TMC team, and the Point-of-Entry (POE) team in response to a CWC CI and during all CWC CI training events. Treaty on Open Skies Support Technical Analysis. The Contractor shall perform analysis and report on implementation and compliance positions and issues, including emergent issues and those under negotiation; provide technical expertise on Open Skies Treaty-allowed sensor capabilities (electro-optical, infrared, and synthetic aperture radar); prepare responses, including Flag/SES-level response, to tasks from OSD, Joint Staff, and other DoD offices; and OSD Open Skies Planning Guidance. Data Collection and Management. The Contractor shall develop strategies for the collection and management of data necessary to support the Treaty on Open Skies, including updating data, data calls, and facility and special use airspace database maintenance. Open Skies Missions. The Contractor shall make available 4 personnel on mission days and 2 personnel on standby on flying days to track responses from Navy and Marine Corps facilities to mission notifications. There may be up to 21 Russian passive overflights each calendar year. Additionally, there may be up to six Joint Training Flights and/or Blue on Blue Training Flights each calendar year. Outreach and Training. The Contractor shall provide technical, analytical, and instructional support to the Open Skies outreach and training program, to include developing an Open Skies training plan/schedule and coordinating and executing Open Skies facility training Compliance Assessment Program Support The Compliance Assessment Program (CAP) is the mechanism by which the NTIP office collects, reviews, processes, and verifies DON programs (all inclusive) for compliance with arms control treaties. The Contractor shall conduct comprehensive arms control compliance assessments (ACCA) of Navy and Marine Corps programs and activities to fulfill the DON's obligation to ensure compliance. These ACCAs can occur throughout the program or activity's acquisition life cycle process - from concept development, to deployment and demilitarization. The Contractor shall provide and maintain subject matter experts in arms control treaties, nonproliferation, and U.S. Policy. The Contractor shall provide daily on-site management and use of the Naval Compliance Assessment Program (NCAP) Database, which contains all pertinent information related to the CAP ACCA mission. The Contractor shall monitor and perform data mining of Navy and Marine Corps databases and websites to identify and obtain necessary information on programs and activities requiring assessments. The Contractor shall assist in the analysis, preparation, revision, updating, and distribution of arms control implementation and compliance program guidance and support documents. Outreach. The Contractor shall develop and maintain a comprehensive DON outreach plan for outlining initiatives to outreach new Program Managers/Program Executive Offices, Combatant/Component Commanders, Shore Activities, Joint Programs, and other Services and DoD agencies that potentially conduct activities that may have a high risk of raising arms control issues.
