THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ONLY. This request for information is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, or Request for Quote; or an indication that the Government will contract for the items in this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The purpose of this market research is to identify possible available sources able to provide training and materials to train Coast Guard personnel on the operation, maintenance, troubleshooting, and repair of Motor Turbine Unit (MTU) diesel engines and control systems on the U.S. Coast Guard 87' Coastal Patrol Boats (CPBs), 154' Fast Response Cutters (FRCs), and 418' National Security Cutters (NSCs). Currently the USCG is only aware of MTU America as a possible source, and if there are no capable sources identified as a result of this Sources Sought the USCG will pursue a contract with MTU America on an Other Than Full Competition basis (Only 1 Source). The courses to be taught and their objectives are as follows: Motor Turbine Unit - 396 Series Engine Maintainer Course CM2 for 87'CPB • Handling of documentation • Design and function of the engine • Explanation of oil, fuel, and other related systems • Explanation of the fluids and lubrication systems • Troubleshooting • Execution of maintenance tasks up to and including QL3 • Exchange of sub assemblies with disassembly and reassembly Motor Turbine Unit - ECS-UNI 396 Service Technician Course CE3 for 87'CPB • Detailed troubleshooting • Use of the BMD service tool • Use of the programming cassette SST 2-01 • Component replacement • Equipment configuration • CAN buss troubleshooting • PIM troubleshooting • Servicing the dialog units and service tools specific to the respective system(s) • Testing the units and systems • Sea trial recording, analysis and troubleshooting utilizing the dialog unit Motor Turbine Unit - ECS-UNI 396 Advanced Troubleshooting Course CE4 for 87'CPB • Detailed advanced troubleshooting • Use of the BMD service tool • Use of the programming cassette SST 2-01 • Sea trial recording, analysis and troubleshooting utilizing the dialog unit • CAN buss troubleshooting • PIM troubleshooting • Engine commissioning Motor Turbine Unit - 4000 Series Engine Maintainer Course CM2 for 154' FRC • Handling of documentation • Design and function of the engine • Explanation of oil, fuel, and other related systems • Explanation of the fluids and lubrication systems • Troubleshooting • Execution of maintenance tasks up to and including QL3 • Exchange of sub assemblies with disassembly and reassembly • Operation of the LOP Motor Turbine Unit - Automation System (USCG FRC) Service Technician Course CE3 for 154' FRC • Detailed troubleshooting • Component replacement • Equipment configuration • CAN buss troubleshooting • PIM troubleshooting • Servicing the dialog units and service tools specific to the respective system(s) • Testing the units and systems • Sea trial recording, analysis and troubleshooting utilizing the dialog unit Motor Turbine Unit - Automation System (USCG FRC) Advanced Troubleshooting Course CE4 for 154' FRC • Detailed advanced troubleshooting • Sea trial recording, analysis and troubleshooting utilizing the dialog unit • CAN buss troubleshooting • PIM troubleshooting • Electronic component commissioning • Engine commissioning Motor Turbine Unit - 1163 Series Engine Maintainer Course CM3 for 418' NSC • Handling of documentation • Design and function of the engine • Explanation of oil, fuel, and other related systems • Explanation of the fluids and lubrication systems • Troubleshooting • Execution of maintenance tasks up to and including QL3 • Exchange of sub assemblies with disassembly and reassembly Motor Turbine Unit - ECS-UNI 1163 Service Technician Course CE3 for 418' NSC • Detailed troubleshooting • Use of the BMD service tool • Use of the programming cassette SST 2-01 • Component replacement • Equipment configuration • CAN buss troubleshooting • PIM troubleshooting • Servicing the dialog units and service tools specific to the respective system(s) • Testing the units and systems • Sea trial recording, analysis and troubleshooting utilizing the dialog unit Motor Turbine Unit - ECS-UNI 1163 Advanced Troubleshooting Course CE4 for 418' NSC • Detailed advanced troubleshooting • Use of the BMD service tool • Use of the programming cassette SST 2-01 • Sea trial recording, analysis and troubleshooting utilizing the dialog unit • CAN buss troubleshooting • PIM troubleshooting • Electronic component commissioning • Engine commissioning Based on the market research conducted to date, MTU America is the only commercial source capable of providing the necessary training on the Motor Turbine Unit diesel engines and control systems aboard the USCG 87'CPBs, 154' FRCs, and 418' NSCs. Companies that believe they can provide this training are requested to submit the following information: 1. Company name, address, phone number and point of contact. 2. Company's DUNS number 3. Company's socioeconomic status. 4. Demonstrate that you have the capability and licensing agreements to provide the training 5. Provide any publically available price lists. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
