- Description
- The U.S. Army has a documented requirement for a FDA-cleared, small, deployable medical oxygen generation system that produces 93% oxygen, US Pharmacopeia (USP) at a rate of at least three (3) liters per minute (LPM). The OGFP system will help reduce the dependency on high-pressure oxygen cylinders, thereby reducing the logistics footprint while also increasing safety. The OGFP system will be a direct replacement for the D-cylinder, must weigh no more than 50% of a filled D-cylinder, and be securable in the same space and rack currently used for D-cylinder transport. The OGFP system must have an Army Airworthiness Release (AWR) Certification and be U.S. Food and Drug Administration (FDA) 510(k) cleared at the first requested delivery date. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) award that includes a base year plus four additional Option Years. The maximum amounts identified in the Contract Line Number (CLIN) structure are placeholder values assigned to facilitate the issuance of delivery orders. These maximum amounts shall not be construed as an obligation of the Government for guaranteed delivery orders. Purchasing under this award will be set forth in individual delivery order(s). All orders will be issued IAW Clauses DFARS 252.216-7006 Ordering, FAR 52.216-19, Order Limitation, and FAR 52.216-22 Indefinite Quantity. This is a quote mark brand name quote mark or equal requirement. The brand name system is the SAROS Battlefield Oxygen System (SKU: 9400, NSN: 6515-01-588-3083). Please refer to FAR 52.211-6 Brand Name or Equal. Proposals shall be prepared in accordance with FAR 52.212-1 and the Addendum to FAR 52.212-1. All proposals shall be evaluated in accordance with FAR 52.212-2. To aid in evaluation, proposals shall be practical, specific, complete, and logically assembled. The proposal shall be in a clear and concise format that describes the offeror's capabilities to provide the supplies required in the SON and how the proposed supplies satisfy all of the MECs provided in the SON. All pages of the proposal shall be numbered, dated, and include the solicitation number W81XWH-14-R-0057. Offerors shall present their lowest price for the proposed OGFP system for evaluation. The proposed price should include all volume discounts associated with the requested quantity of OGFP systems. Due to the difficulties in receipt of mail through normal postal services, proposals shall be sent via e-mail to the Point of Contact (POC) for this solicitation, Roman Laterza, at roman.e.laterza.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. Questions shall be submitted to the POC; Roman Laterza at roman.e.laterza.civ@mail.mil, no later than 09 July 2014, 1400 EST. Additional questions will not be accepted after this date. Questions and answers will be provided via an amendment to the solicitation. Proposals are due 31 July 2014, 1400 EST. Proposals shall provide a price for ALL items listed except for those items specifically described as Not Separately Priced (NSP). The submission shall include two separate parts: a Price proposal and a Non-Price proposal consisting of technical and past performance information. The technical information submitted must describe the offeror's capabilities to provide supplies and services provided in the Statement of Need.
