- The Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department-Groton site intends to award a competitive Firm Fixed Price contract for the procurement of submarine related- Integrated Logistic Overhaul (ILO) and Phased Maintenance Reviews (PMRs) located at the Submarine Technical Support Center “ Integrated Logistic Overhaul (STSC-ILO) facilities in Groton, CT and Kittery, ME. Period of Performance for the contract will be from 01 October 2014 through 30 September 2019, providing all options are exercised. The NAICS code associated with this requirement is 541330. This solicitation will be issued as a commercial RFQ in accordance with FAR Part 12 “Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. This requirement will be issued on an unrestricted basis. The North American Industry Classification System code for this acquisition is 541330 and the size standard is $19.0 million. It is anticipated that the solicitation will be available for download on or around 17 July 2014. The closing date of the solicitation will be on 17 August 2014 at 11:00 AM EST, unless a later date is specified in the solicitation. The RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. A bidders list will not be maintained by this office, no telephone or fax requests for the RFQ package will be accepted. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at http://www.sam.gov. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your quote.
