This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a 100% small business set-aside. The solicitation number is W912PM-14-R-0012, and the solicitation is issued as a Request for Proposals (RFP). The NAICS code is 811310 with a small business size standard of $7,000,000.00 dollars. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-74. Description of Requirement: The U.S. Army Corps of Engineers Wilmington District requires a contract for the following services: the Contractor shall provide all labor, service and repair parts, components, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required maintenance and repair of cranes and hoists at multiple locations on Fort Bragg, North Carolina, including Camp Mackall, Simmons Army Airfield, and Pope Army Airfield. All performance shall be provided in accordance with (IAW) the standards set forth in the Performance Work Statement, Performance Requirements Summary, and Technical Exhibit and described in 29 CFR 1910.179 OSHA, ASME B30.2, ASME B30.11, ASME B30.16, ASME B30.17, NEC 70 (electrical codes), manufacturer's recommendations, and all prescribed codes and standards referenced by incorporation. The wages for this proposal shall be based on the U.S. Department of Labor, Employment Standards Administration Wage and Hour Division under Service Contract Act (SCA) Wage Determination 05-2393 (revision 14), dated 19 June 2013 for Cumberland County NC found at www.wdol.gov. The government intends to issue a firm-fixed-price (FFP) contract to the responsible offeror whose lowest price, technically acceptable proposal conforms to the solicitation. The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. Only technically acceptable offers will be considered. The government intends to evaluate offers and make an award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government. Contract Line Items: Proposals should include the CLINs listed in the attached CLINs document. Period of Performance: This contract will include a base year (01 August 2014 to 31 July 2015) and four (4) option years of 12 months each, beginning 01 August 2015 to 31 July 2019, if all options are exercised. Site Visit: A site visit will not be held due to the number of cranes and hoists over a large geographical area.
