- Statement of Work This is a synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-NIH-OLAO-OD3-NOI3391979 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date July 16, 2014. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size dollars standard of $7.0 million. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes of Deafness and Other Communication Disorder, intends to procure on a sole source basis from Carl Zeiss Microscopy LLC a One base year plus Four option year New Service Agreement on Carl Zeiss Axio Observer Z1 Stand Mot Spinning Disk Microscope, Serial Number: 3834003876; Zeiss ID Number: M200620. The NIDCD’s Section on Sensory Cell Biology research is focused on the mechanosensory hair cells that are the receptor cells of hearing and balance. Specifically, it is interested in the molecular signals that regulate the survival, homeostasis, and death of these cells. The section is examining the signals that mediate the survival and death of hair cells under stress. Currently the PI is studing the role of stress-induced proteins called heat shock proteins (HSPs) in protecting against hair cell death. These studies use an in vitro preparation of the adult mouse utricle (a balance organ in the inner ear), which is the best-characterized model system for in vitro studies of mature mammalian hair cells. This piece of equipment supports these studies. The research results are published in scientific journals and are subjected to strict peer review. In order for the lab to remain competitive, the equipment used for experiments must be compatible with other equipment already used in lab to keep top working condition. Zeiss is the only manufactured who has trained service technicians who are able to perform repair and preventative maintenance work on their equipment so changing vendor at this time would result in interruption of study in progress. The contractor shall provide the following service coverage: 1)Scheduled and Emergency service performed between the hours of 8:00am and 5:00pm Monday through Friday, excluding Carl Zeiss Microscopy, LLC holidays, 2)All travel charges within the continental U.S.A., 3)One (1) preventative maintenance inspection per Service Agreement year, 4)All covered replacement parts, 5)Applications Support/Training, 6)Software updates when available and 7)Factory trained Field Service Representatives. This is a fixed-price contract. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), July 9, 2014 to Ms. Shirlene Smith via e-mail to ssmith@nih.gov. Emailed submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
