- The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to the Institute for Behavioral Resources (IBR) of Baltimore, MD to develop a web-passed application to emulate and replace FRA's Fatigue Avoidance Scheduling Tool Wizard (FAST Wizard). This tool is a user friendly way to enter work schedules and known sleep data into the model for determination of possible fatigue. In addition, the order will provide four optional years of support and maintenance for the application. The justification is as follows. The FAST Wizard was developed over five years ago for Windows XP and is based on the computer language Visual Basic. The tool was creating using the Sleep, Activity, Fatigue, and Task Effectiveness (SAFTE-FAST) fatigue model, which is the basis for the FAST Wizard, and IBR holds the patent on that model. Since that time, operating systems have changed, Visual Basic is no longer a supported language, and improvements in SAFTE-FAST have rendered the FAST Wizard obsolete. Furthermore, deploying the tool on individual PC's has been a maintenance burden for FRA, leading to lapses in access for investigative purposes. Indeed, the FAST Wizard tool has become inoperable. FRA has expended considerable resources to validate and calibrate the SAFTE-FAST fatigue model. Use of a different model would require repeating the effort to validate and calibrate the model, resulting in expending a significant amount of time and resources, time and resources that would increase even more substantially if a new model did not meet requirements set by FRA for validation and calibration. In addition, the model has been used extensively in research that has been the basis of hours of service regulations. The model is the basis of determinations that fatigue is a contributing factor in accidents. If a different model is used, results of previous accident analyses and surveys will be incommensurate. Consequently, IBR is the only known source that can perform the required services. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
