Description
The Food and Drug Administration (FDA) intends to award a Purchase Order on a single source basis to Powers of Arkansas, 5440 North Shore Drive, North Little Rock, AR 72118 under the authority of FAR 13.106-1(b)(1). This requirement is being issued in conjunction with FAR Part 13 Simplified Acquisition Procedures. Notwithstanding, any firm that believes it is capable of providing the required items/services as stated herein may submit a capability statement to document its ability to provide the required items/services. A copy of the solicitation is available upon request by the point of contact identified below. A determination to compete this procurement based on a response to this notice is solely within the discretion of the government. The FDA at the Jefferson Lab Campus has a requirement to replace the controls in building 26 to allow for proper pressurizations between laboratories and adjacent areas, and to operate as a variable flow rate system. Presently, the building HVAC system is incapable of providing proper pressurization between the laboratories and surrounding corridors. This is primarily due to incompatible hardware and low performing methods. This project includes replacing modular controllers and panels for the Hot Water and Steam Systems, replacing variable frequency drives and outside air humidity sensors for air handling units, and replacing control dampers and interlocks for the exhaust system. The rooms where work is being completed are 26B-000A and 26A-400. The need for compatibility with existing Siemens Apogee Systems requires the use of Siemens components. Ninety percent of HVAC and Mechanical systems on the FDA's Jefferson Labs Campus are controlled by the Siemens Building Automation System. All critical systems are monitored and controlled by the Siemens systems. The Siemens building automation systems throughout the campus are connected via trunk lines to a Siemens Apogee central computer in Building 54. For the past 10 years, the Environmental Monitoring and Control System (EMCS) operators have been continually trained on this system. They are able to perform advance functions such as testing and troubleshooting from the graphics, developing point definitions, developing programs, trending points, creating graphics, and restoring programs lost by damaged hardware. It is very important that these operators have redundant mastery of a single system which will allow them to respond to emergency regardless of who happens to be operating on the three 8 hour shifts. Siemens Panels are the only panels on the market that can communicate seamlessly with the Central Siemens Apogee Software in Building 54. If other products were allowed to integrate with the existing Siemens System, the operators would have a front-end system that • has reduced functionality (the front end could not span or be supported by the full range of the Apogee Software features), • would require intermittent layers of integrating devices - such as drivers, integrated controller modules (The cost of troubleshooting an integrated system is much higher due to the extra layer of integration equipment and the added complexity of troubleshooting and maintaining such a system), • would be limited to a reduced number of points, • and finally, would work against primary goal of having operators who can master a single system. Powers of Arkansas is the only factory authorized Siemens Independent Field Office Representative for the State of Arkansas. Scope of Work: A. Replace Modular Equipment Controllers (BLN-Node #24) Install a new Siemens PXC Modular Controller to replace existing Equipment Controller. • Furnish and install new PXC Modular Controller • Include new Power Supply, Point Expansion Modules and Field Level Network Expansion Module • Reuse existing Controller Enclosure, wiring and conduit • Update graphics and programming on Siemens System to include: o Format to fit on standard 24" Monitor o GUI updates with Major Equipment on Floor Plans o Status Indicators for Equipment added • System function verification B. Replace Modular Equipment Controllers (BLB-Node #22) and Johnson Controls Incorporated (JCI) Panel associated with Hot Water and Steam Systems Install a new Siemens PXC Modular Controller to replace existing Siemens Modular Equipment Controllers and JCI Panel associated with Hot Water and Steam Systems. • Furnish and install new PXC Modular controller to replace existing modular equipment controllers • Include new Power Supply, Point Expansion Modules and Field Level Network Expansion Module • Reuse existing Controller Enclosure, wiring and conduit • Replace JCI control panel with a new Sub-panel with Power Supply, wiring and conduit • Update graphics and programming on Siemens System o Format to fit on standard 24" Monitor o GUI updates with Major Equipment on Floor Plans o Status Indicators for Equipment added • System function verification C. Replace Variable Frequency Drive on AHU-4 Install a New 40 HP Yaskawa Variable Frequency Drive to replace existing variable frequency drive for AHU-4 return fan. • Reuse existing manual bypass systems in place for these Drives • Provide conduit and wire for complete installation of VFD • Update graphics and programming on Siemens System o Format to fit on standard 24" Monitor o GUI updates with Major Equipment on Floor Plans o Status Indicators for Equipment added • Program Controls per sequence of operations to match existing • Identify hardware and wiring. D. Replace Outside Air Humidity Sensor Replace JCI Outside Air Humidity Sensor in AHU-2 supply air ductwork. • Furnish and install new outside air humidity sensor for AHU-2 to replace the existing unit that was associated with the old JCI controls • Update graphics and programming on Siemens System o Format to fit on standard 24" Monitor o GUI updates with Major Equipment on Floor Plans o Status Indicators for Equipment added • Identify hardware and wiring E. Installation of four (4) replacement Exhaust Control Dampers Install new exhaust control dampers to replace existing. • Furnish and install four (4) new exhaust control dampers • Reconnect Controls and damper actuators • Verify control and damper functions • Identify hardware and wiring F. Interlock Wiring for Exhaust Fans #2 and #3 Install new relays and wiring to provide interlocks on Exhaust Fans #2 and #3 to prevent fan operation when dampers are closed. • Furnish and install additional relays for exhaust fans # 2 and # 3 • Provide and install Interlock wiring for exhaust fan motors • Update programming as required for proper function • Verify control and damper functions • Identify hardware and wiring.
