- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation, VA251-14-Q-0414, is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 314999 and the business size standard is 500 employees. This is a small business set aside. All responsible sources may submit a proposal which shall be considered by the contracting officer. Requested Items: Item #1 Name: Level C Chemical Protective Suit for First Responders Quantity: This requirement is for 50 chemical protection suits for the intended use and 10 additional chemical protection suits for training adding up to a combined number of 60 (TOTAL SETS) - Chemical protective suits (Tops and Bottoms) in the following sizes and quantities: 10 - 2XL Regular 2 - 2XL Long 10 - XL Regular 2 - XL Long 11 - Large Regular 10 - Medium Regular 5 - Small) 10 - Training suits in the following sizes and quantities: (Tops and Bottoms) 2-XXL Regular 1-XXL Long 2-XL Regular 1-XL Long 2-Large Regular 1-Medium Regular 1-Small Regular Specifications: Similar to the Saratoga Hammer Suit or equivalent level C chemical protective suits meeting the following specifications: "Meets or exceeds the level of protection from chemical warfare agents specified in MIL-C-29462 "Lightweight "Breathable "Low heat stress "Excellent durability "Liquid Repellent "Launder able "Extended shelf-life "24 hour wear-time after Contamination "Navy blue color Item #2 Name: Level C CBRN (Chemical Biological Radiological Nuclear) Chemical Protective Over boot for First Responders Quantity: 60 Pairs: 12 - 2XL 22 - XL 12 - Large 7 - Medium 7 - Small Specifications: Similar to the AIRBOSS CBRN Lightweight Overboot ALO or equivalent to the following specifications: "This specification refers to an overboot made from compounded butyl rubber for the use by Services personnel in a CBRN environment. The overboot is to provide a minimum of 24 hours protection from CBRN agents while being antistatic. The overboot is available in seven sizes to fit more than the 5th through 95th percentile of the population (Both male and female). "Material is a black, type butyl rubber, resistant to Mustard and nerve gas agents for 24 hours. The compound is also antistatic. "The upper is to be made from EXTRUDED compounded butyl rubber and to integrate the foxing and the top binding in the same extruded piece. "Outsole must be made of calendered compounded butyl rubber 0.175 (-0 / + 0.015) inches or 4.45 (-0 / + 0.38) mm thick. "The overboots are to be supplied in pairs. Each pair of overboots is to be folded and vacuum packed. Item #3 Name: Level C CBRN (Chemical Biological Radiological Nuclear) Molded Glove and Liner Quantity: 60 Pair (Gloves and Liners) 12 - XXL 14 - XL 12 - Large 11 - Medium 11 - Small Specifications: Similar to the AIRBOSS Molded Glove AMG or equivalent to the following specifications: "This specification refers to a CBRN Molded Glove which is made from compounded butyl rubber and a removable liner for use by services personnel in a CBRN environment. This ambidextrous, antistatic Glove is to provide protection against chemical warfare agents and can be also decontaminated to a safe level. It is designed to provide optimum fit and adequate dexterity, tactility and can be worn with, or without, the glove liner. "The material is a black, type butyl rubber, resistant to mustard and nerve gas and also provides good feel and dexterity. The compound is also antistatic. "The Molded Glove will be ambidextrous and incorporates corrugations at key points to facilitate flexibility and fit. The wrist is snug enough to assure no slippage on the hand and the cuff adequately long to seal well with the CBRN Suit. "The Liner will be made of a seamless, knitted construction and is made from a blend of coolmax, Lycra and Viscose. This fibre blend is the best combination for moisture management, wicking and elasticity as per study Evaluation of Candidate Glove Liners for Reduction of Skin Maceration in Chemical Protective Glove form 1996. As an optional feature when requested, this liner is to be treated with an antimicrobial to avoid bacterial development. "The molded Glove is manufactured using Injection molding. "The molded Glove has a thickness of 22-mil ± 6 mil (0.56mm ± 0.13mm). "The palm and each fingertip have a textured finish in order to provide good grip, dexterity and tactility. "The finish of the molded Glove is smooth and lightly dusted with non-irritant, non-sensitizing, non-toxic mineral powder, which does not support mildew growth. "The gloves are to be supplied in pairs. Each pair vacuum packed. Items will be shipped to the Indianapolis VA Medical Center, 1481 W. 10th Street, Indianapolis, IN 46202.
