REQUEST FOR INFORMATION/SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. The Request for Quotation (RFQ) number is FA2521-14-Q-B197 shall be used to reference any written responses to this sources sought. Patrick Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 333415. The size standard for NAICS is 750 employees. The requirement is for a 360 Ton Cooling Tower. These cooling towers are an integral mechanical system that works along with Air Conditioning chillers and help provide cooling to multiple facilities. Salient Characteristics:  Stainless Steel casing 301L.  Stainless Steel structure 301L.  Stainless Steel collection basin 301L.  Stainless Steel distribution basin 301L.  Emphasis-- stainless steel needs to be series 301L.  Bottom of towers "Equalizer" fittings such as valves PVC line connections between towers.  Low Sound fan with aluminum blades.  Drift rate guaranteed to be no greater than.005% of the design flow rate.  CTI certification per STD-201.  PVC film fill with integral louvers and drift eliminators  Fan belt driven  Balancing valves at top inlet connections  Galvanized perimeter hand rails with 301L steel mounting hardware.  HOG steel fan guard.  Mechanical Float on valves for tower fills supply.  All flanges are to Class 125 ANSI B16.1 standard.  All threads are to American Standard Pipe Taper Thread.  8 in (203 mm) diameter bevel and groove cased face outlet(s) with trash screen(s).  10 in (254 mm) diameter hole and bolt circle(s) for equalization, One per Cell  4 in (102 mm) diameter combination drain and overflow in each cell  1 in (25.4 mm) water make-up float valve  8 in (203 mm) diameter top inlet connections per cell.  8 in (203 mm) horizontal flow control valves per cell.  Stainless Steel plenum walkway in each cell  Easy fitting perimeter guardrail, kneerail & toeboard  Cased face ladder  Aluminum Ladder(s) extended 72 in below base of tower  Tower Water Flow 1102 gpm  Hot Water Temperature 95º F  Range 10º F  Cold Water Temperature 85º F  Approach 5º F  Wet-Bulb Temperature 80º F  Relative Humidity 50%  Capacity 101.4%  Fan Motor Speed 1800 rpm  Fan Motor Capacity per cell 20-25 BHp  Fan Motor Output per cell  Fan Motor Output total 25 BHp  Air Flow per cell 118400 cfm  Air Flow total 118400 cfm  Static Lift 12.338 ft.  Distribution Head Loss 0.000ft ASHREA 90.1 Performance 64.8 gpm/Hp  Air Density In 0. 07 0 5 8 lb/ft.3  Air Density Out 0. 07 0 9 2 lb/ft3  Humidity Ratio In 0.0184 8  Humidity Ratio Out 0. 03 07 8  Wet-Bulb Temp. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically disadvantaged women-owned small business (EDWOSB) Women Owned Small Businesses (WOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUB Zone, 8(a), SDB, WOSB, VOSB, etc.). All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer, or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date. If found on a GSA contract, please specify GSA contract number.
