- Draft Specs This is sources sought notice issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting official listed herein. All inquiries shall be in writing. It is anticipated that this acquisition will be unrestricted under NAICS 336611 with the small business size standard being no more than 1,000 employees. The US Coast Guard Surface Forces Logistics Center has a requirement to provide on-site maintenance and 24/7 telephone technical support services in support of the Avtron Main Propulsion Control and Monitoring System (MPCMS), installed on board USCG 140' WTGB Vessels. This acquisition requires a contractor that is experienced in troubleshooting and grooming the AVTRON MPCMS. SCOPE: Scheduled on-site maintenance shall be accomplished in accordance with the attached DRAFT specification document entitled, "Specification for Scheduled Maintenance & Repair of the Avtron Main Propulsion Control and Monitoring System (MPCMS) Installed on USCG 140' WTGB Vessels." It is the Government's believe that only Nidec Avtron Automation Corporation, the OEM, has the required technical expertise, engineering specification, and drawings to effectively perform the grooms and provide 24/7 technical support for the MPCMS. The Coast Guard does not own the rights to the technical data necessary to evaluate other offers. Period of Performance: It is anticipated that a sole source acquisition for a firm fixed price contract with one base year and four optional years will be awarded to Nidec Avtron Automation Corporation. Concerns having the expertise and required capabilities to provide the supplies described are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. If you intend to submit an offer on this acquisition, please respond by email to Dana.D.Solomon@uscg.mil. In your response you must include: (a) "Company Name" response to Sources Sought HSCG40-14-S- P45C38, in your subject line, (b) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, (c) a guarantee that you have the technical knowledge and skills to troubleshoot and perform grooming for the Avtron MPCMS, (d) point of contact information, and (e) business size (large, small, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business or women-owned small business concerns). Your response is required by 14 July 2014, 5:00 pm (EST). All of the above must be submitted in sufficient detail for a decision to be made for a small business set aside. Failure to submit all information requested may result in an unrestricted acquisition. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government does NOT intend to pay for information solicited.
