- Synopsis: REQUEST FOR INFORMATION This is a Request for Information for eight vessels of the Maritime Administration (MARAD) Ready Reserve Fleet (RRF). This RFI does not constitute an Invitation for Bid, a Request for Proposal, or commitment of any kind by the Maritime Administration. There will be no reimbursement or compensation provided for responding to this RFI. The Maritime Administration (MARAD) proposes to replace the existing gravity launched, open style 74 person lifeboats and davits on all eight FSSs with USCG/IMO approved SOLAS enclosed lifeboats with a capacity between 70-74 persons designed to be launched by cantilevered platform davit or single pivot davit. The existing lifeboats and davits will be removed in their entirety. The new lifeboats are all to be loaded from a new davit platform or deck extension allowing access via the rear or side doors and must fit within the existing footprint. MARAD plans to purchase eight ship sets of new covered lifeboats (16 units) and eight ship sets of davits (16 units), as well as any necessary spare parts. Lifeboat and Davit sets are to be delivered as just in time parts during vessel drydock operations as needed in the designated geographic areas of the United States. Pricing is sought as a lump sum fixed price lot (16 units) for all equipment to be ordered and delivered as needed upon request. The eight vessels are in pairs and located in Baltimore, MD, Marrero, LA, Beaumont, TX and Alameda, CA. Offerors must adhere to Buy America Act legislation 41 U.S.C. §§ 8301-8305. The Department of Transportation Maritime Administration is committed to maximizing the economic benefits of the Obama Administration's historic infrastructure investments through Buy America provisions that keep American companies healthy and families working. These programs provide eligible small and disadvantaged businesses with access to the financial capital and capacity they need to compete in the transportation industry. The STLP provides DBE Certified or SBA Certified under Section 8(a); Small Disadvantaged Business; HUBZONE Empowerment Contracting Program; and Service-Disabled Veterans short term working capital financing at competitive interest rates for DOT or DOT funded contracts and subcontracts. Maximum loan amount is $750,000 with a variable rate tied to the Prime Rate published in the Wall Street Journal.
