- The General Services Administration (GSA) is seeking firms that qualify under the U.S. Small Business Programs cited in the Federal Acquisition Regulation (FAR) Part 19, including 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, and Veteran Owned Small Businesses. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY to identify valid sources and to gauge the business interest of construction firms for construction work intended for a project at the Richard C. Lee Federal Courthouse which is eligible for listing on the National Register of Historic Places, and located within the Historic district of downtown New Haven, CT. The estimated range for each project is between $1,000,000.00 and $5,000,000.00. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained through this synopsis to develop an acquisition strategy. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. GSA is seeking qualified construction firms for the Window Refurbishment and Associated Repairs at the Richard C. Lee Federal Courthouse. The original three-story New Haven Post Office and Courthouse was built between 1913-1919 - (as the city's second federal building) Designed by New York architect James Gamble Rogers with a major modernization / restoration circa 1985-86 creating the current interior plan (which reconfigured the obsolete postal work room ) while maintaining the original 1915 external appearance of the New Haven Post Office & Courthouse facility. It is prominently located on the east side of the 1638 New Haven Green and is part of the country's first example of urban planning. The Richard C. Lee Federal Courthouse, New Haven, Connecticut was originally designed in the handsome Beaux Arts style and exhibits a decorative exterior cut marble stonework façade, bronze and cast iron metal work and rectangular windows as well as decorative interior plasterwork. The intent of this project is to refurbish, restore, and repair all existing wood and metal windows throughout the facility including provisions for upgrading the exterior glazing; also provisions for general repairs about the masonry building exterior and associated elements in order to alleviate ongoing weather infiltration damage within the building interior and provide associated limited interior repairs of plaster and paint finishes, as well as enhance the overall building energy and security performance. In addition, provisions for upgrading the existing window glazing with new insulated glazing. Lastly, limited replacement of the current interior storm windows will be addressed as bid options. Primary work items include window refurbishment and glazing replacement / enhancement, restoration, preservation, limited masonry repointing, restoration and cleaning, limited interior finish repairs, and refurbishment of associated exterior metals /surrounds. Phasing and careful contractor coordination will be required as the courthouse facility will be fully occupied during the proposed renovation. In addition to concerns regarding disruptive work, the contractor shall be required to maintain the integrity of the existing building security, secure construction staging and avoid any procedures which would compromise the courthouse's security perimeter. All work contemplated is Subject to the Availability of Funds and each project will be issued as separate solicitations. 100% performance and payment bonds will be required for each project. The bidder, or subcontractor whom the bidder will use for performance of the work, shall meet the competency qualifications defined in the GSA Guide for Placing Competency of Bidder Clauses in Construction Contracts for Historic Structures (http://www.gsa.gov/portal/content/101533). A bid may be rejected if the bidder or the subcontractor has established on former jobs, either Government, municipal, or commercial, a record for unsatisfactory installations, has repeatedly failed to complete contracts awarded to them within the contract time, or otherwise fails to meet the specified competency qualifications. The North American Industry Classification System (NAICS) is 236220. Commercial and Institutional Building Construction and Small Business Standard is $33.5 million annual revenue for the previous three years. Interested parties should furnish the following information (1) Company name, address, point of contact, telephone number, e-mail address, and website address. (2) Business type: 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, Veteran Owned Small Businesses, large or small business, etc. (3) A capabilities statement regarding similar projects completed within the last five (5) years; minimum information must include the following: Final contract price, project location, a brief description of the project with particular emphasis on any historical aspects (specifically regarding wood and metal historic window rehabilitation/restoration/preservation); and any information on subcontractors who may have had specific expertise with those historically relevant projects, and (4) Certification of bonding capacity.
