Description
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU and its mission can be found on our website: www.usuhs.edu USU intends to negotiate on a sole source basis with Operative Experience Inc. (500 Principio Parkway West, Suite 900, North East, Maryland 21910) for three (3) total body mass casualty simulators (v3.0). • MTTS2 v3.0 • MTTS4 V3.0 • MTTS5 V3.0 These manikins will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The models will be used in a United States Army Medical Research and Material Command funded Health Affairs Defense Medical Research & Development Program Joint Program Comittee-1 - Medical Training & Health Information Sciences grant, which was submitted and funded specifically to compare live tissue training to this model made by Operative Experiences, Inc. The models have a realistic transfacial gunshot wound (GSW) with severe controllable bleeding that is causing hemic drowning and requires an emergency surgical airway cutting through replaceable hyperrealistic neck skin and trachea into an airway in which air is moving via compressed air and the head is moving (in a remotely controlled fashion). The models also allows for packing of the face with gauze. In addition to the GSW to the face each of the models has highly realistic representations of what might be found routine in combat casualties to include various limb traumatic amputations, sucking chest wounds, burns, fragment wounds, and evisceration of bowel. The models also allow for the performance of a variety of other combat required skills to include placement of tourniquets, hemorrhage control, fracture care, Interosseous resuscitation and wound packing. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above mentioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
