- Map/Directions to TASC for DRV Industry day DRV Draft Statement of Work DRV Draft Contract Data Requirements Listing (CDRLs) DRV INDUSTRY DAY ANNOUNCEMENT SYNOPSIS 1. PURPOSE. The purpose of this notice is to announce Marine Corps Systems Command (MCSC), Product Manager Reconnaissance and Amphibious Raids (PdM RAR), plan to host a Diver Reconnaissance Vehicle (DRV) Industry Day from 22-24 July, 2014. The Industry Day is designed to facilitate open dialog between the government and potential vendors regarding the DRV Program. This DRV Industry Day Notice is the continuance of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this Notice. MCSC is releasing a draft Statement of Work (SOW) and a draft Contract Draft Data Requirements Line (CDRLs) in conjunction with this notice. A copy of the draft Performance Specifications (PSpec) will be provided to interested parties who submit a request to cori.walls@usmc.mil, and copy anita.norris@usmc.mil, provided that the vendor is registered in System for Award Management (SAM) and is not on the Excluded Parties Listing (EPLS). All requests should include the vendor point of contact, company name, Commercial And Government Entity (CAGE) code and Data Universal Numbering System (DUNS) number. Interested parties should thoroughly read and review the attached documents to further gain an understanding of the proposed requirement. 2. SYSTEM DESCRIPTION. The DRV will support the Marine Combatant Dive Team (MCDT) in the conduct of subsurface operations to facilitate amphibious reconnaissance missions in support of Major Combat Operations (MCOs) and doctrinal concepts in Expeditionary Maneuver Warfare (EMW). The DRV is envisioned to be a diver-operated, subsurface propulsion system with navigation that also gathers hydrographic survey information. 3. GOVERNMENT'S PROGRAM SCHEDULE. Program milestones are estimates and are subject to change. MILESTONE ESTIMATED TIMEFRAME RFP Release 2nd Quarter, FY-15 Contract Award 3rd Quarter, FY-16 Fielding Decision 1st Quarter, FY-18 4. ATTRIBUTES. The following attributes are deemed the most important to the government. Details on each attribute can be found in the performance specifications. a. At a minimum, the DRV system shall consist of a propulsion vehicle, navigation, obstacle avoidance, and a hydrographic survey capability that can be deployed from small crafts, US surface and subsurface Naval vessels, and military fixed and rotary wing aircrafts. b. HSC: The DRV must include a hydrographic survey capability (HSC) that integrates with the subsurface propolsion and can be removed to operate as a stand-alone system. The HSC shall accurately collect, record, and transfer hydrographic geospatial information to provide an overlay image. c. Survey Range: The DRV must be capable of conducting a subsurface hydrographic survey within a specific timeframe. d. Payload: The DRV must transport Marine Combatant Dive Team (MCDT) and related equipment. e. Navigation: The DRV must have precise positioning navigation. f. Obstacle Avoidance: The DRV must warn divers of in water obstacles. 5. COORDINATING INSTRUCTIONS. The Industry day will be conducted 22-24 July, 2014 at TASC, 475 Aquia Towne Center Drive, Suite 400, Stafford, Va 22554. TASC will issue security badges at the TASC reception desk upon arrival, please be prepared to provide a photo id. All vendors must be checked in by 0900, on 22 July 2014. Directions will be provided as an attachment. a. Security Requirement. All Industry Day presentations shall be UNCLASSIFIED. Proprietary information submitted in response to this notice and during Industry Day will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "The Act") as implemented by the FAR. The vendors bear sole responsibility for proprietary marking to ensure appropriate safeguarding by the Government and supporting contractor personnel. Vendors are advised that the Government will utilize support contractors/non-government personnel from TASC. This company is bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the Act, and will take all necessary action to preclude unauthorized use or disclosure of vendor's proprietary data. b. Vendor Registration. Vendors who desire to participate in the DRV Industry Day must submit their responses by 1200 (EST), on 15 July 2014. PdM RAR will notify vendors of assigned presentation time periods or disapproval for presentation no later than 18 July 2014. E-mail and phone registration will be accepted. The following information is required when registering: •Company name and location •Number of participants •Representative(s) first and last name(s) •Representative(s) Phone number and e-mail address •Presentation title and a paragraph detailing topics to be discussed c. Industry Day Daily Schedule. Industry Day will begin with a government informational brief to vendors. Vendors must attend the initial brief in order to participate in one-on-one sessions with the government. After the initial brief, vendors will be afforded time to ask public questions and prepare their briefs. Starting in the afternoon of the first day, vendors will be afforded 1.5 hours for one-on-one discussions with the government. Vendors will be assigned a time slot when they register. The tentative agenda for each day of the DRV Industry Day is as follows: Tuesday, 22 July 2014 •0900 - 1200 Government Kick-off brief to vendors/brief preparation •1200 - 1300 Lunch break •1300 - 1430 One-on-one sessions •1430 - 1500 Break •1500 - 1630 One-on-one sessions •1630 - 1700 Break Wednesday, 23 July 2014 •0800 - 0930 One-on-one sessions •0930 - 1000 Break •1000 - 1130 One-on-one sessions •1130 - 1300 Lunch break •1300 - 1430 One-on-one sessions •1430 - 1500 Break •1500 - 1630 One-on-one sessions •1630 - 1700 Break Thursday, 24 July 2014: Government work day (will schedule extra vendor sessions, if needed). d. One-on-one sessions with government. One-on-one sessions with government personnel are expected to be an opportunity for vendors to present their product information to the government representatives. If a vendor desires to give a presentation, MS PowerPoint is the accepted format to present. Projector and screen will be provided by the government. Vendors are expected to bring their own laptop/computer if they desire to project a presentation, or any other visual media. There is no limit to the length of presentations, however vendors should keep in mind that they are allotted 1 hour, 30 minutes total for one-on-one sessions with the government. Time will not be extended for any vendor. Vendors are requested to limit participation to no more than four (4) people for their one-on-one sessions. At a minimum, potential vendors should address the following topics: 1. Vendor's ability to meet system specs. 2. Vendor's estimated unit cost and overhead cost. 3. Vendor's ability to meet government's schedule. e. Prototypes, product samples, scaled models or any physical 3 dimensional representation of a vendor's product is not permitted at this industry day. f. Special Consideration. The purpose of the information provided herein is mainly to initiate communication with industry. The content herein is subject to change. Product or service solicitations that may be active during the Industry Day period will not be discussed. The Government does not guarantee a RFP will be released concerning the discussed requirements. This conference in no way obligates the Government to purchase any product. NOTE: This notice is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure items or issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice or presentations, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Proprietary or confidential business information will be received and held in confidence for U.S. Government use only.
