Statement of Work (SOW) Solicitation NRC-HQ-60-14-R-0008 Instructions to Quoters The U.S. Nuclear Regulatory Commission (NRC) has a requirement for the services contained in the attached Statement of Work (SOW). This is to inform you that the NRC is soliciting quotes under solicitation NRC-HQ-60-14-R-0008, and intends to issue a purchase order for the effort contained in the attached SOW. This Request for Quotation (RFQ) is issued, and award will be made, in accordance with Federal Acquisition Regulation (FAR), Subpart 13, Simplified Acquisition Procedures. This RFQ will be a competitive small business set-aside. The NAICS code is 541330 with a size standard of $14 million. The contract type will be a firm-fixed price/labor-hour hybrid. BACKGROUND The current state-of-the-art method in evaluating the fire effects from a High Energy Arcing Fault (HEAF) event is contained in NUREG/CR-6850 Appendix M and NFPA 805 Frequently Asked Question (FAQ) 07-0035, Revision. NUREG/CR-6850 contains a model to evaluate HEAFs in cabinets, and the NFPA 805 FAQ 07-0035 contains a HEAF model for bus ducts. Each of these models is based primarily on a single event that corresponds to the type of failure, and each does not allow adjustments to account for the variables which can influence a HEAF. To support improvement of the state-of-the-art in Fire Probabilistic Risk Assessment PRA modeling of HEAF events, test data is needed. To better understand the HEAF phenomena, enduring fires, and to develop a mechanistic model, a testing program is being conducted at KEMA-Powertest facilities that will provide the required information to progress with model development. OBJECTIVE The objective of the HEAF Project Support - Electrical procurement for an experienced contractor to receive international shipments, transport equipment, refurbish equipment, modify equipment to cause arc faults, assemble heavy experimental measurement equipment, and work in conjunction with test facility personnel to provide experimental support. SCOPE The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in the SOW. The contractor shall receive international shipments, transport equipment, refurbish equipment, modify equipment to cause arc faults, assemble heavy experimental measurement equipment, and work in conjunction with test facility personnel to provide HEAF experimental support. The contractor shall perform the following Task 3 - Provide Enclosures for the equipment (electrical switchgear)tasks: Task 1 - Equipment storage located near KEMA-Powertest facility Task 2 - Support KEMA HEAF Testing of Electrical Equipment Task 3 - Provide Enclosures for the equipment (electrical switchgear) Task 4 - Documenting the Test Results PLACE OF PERFORMANCE The work to be performed under this contract will be primarily performed at KEMA-Powertest facility: 4379 County Line Road Chalfont, PA 18914 And at the awarded contractor's facility.
