THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541618 Other Management Consulting Services, with a Size Standard of $6.5M. The potential contract value is $1,000,000.00. The U.S. Census Bureau serves as the leading source of quality data about the people and economy of the United States. It is the largest statistical agency of the Federal Government. The Census Bureau conducts numerous surveys and censuses to collect, process, and disseminate demographic and economic statistics. This data provides benchmarks to measure, understand, anticipate, and respond to changes in the nation's social and economic conditions. U.S. Commerce Secretary has outlined a bold new policy agenda focused on U.S. trade and investment, innovation, and data. These core areas reflect the Department of Commerce's role as the voice of business, and embody the attributes of a globally competitive economy. They also signal that the United States and the U.S. Department of Commerce are indeed, "open for business," and focused on economic growth and job creation. To facilitate the Census Bureau's contributions towards the Department of Commerce Secretary's "Open for Business" Agenda and other Census activities, the Economics Program Directorate (EPD) has a need for Contractor support services to research and implement new solutions (technologies, methods, approaches, database applications, and tools) that will allow new businesses and entrepreneurs to access selected demographic and economic data from the Census Bureau. These data would then be used to help them formulate their business plans and loan applications, and would include the most recent and/or relevant data that Census could provide. The following are examples of why these Census data would be useful: • To help make informed decisions about whether they should (or shouldn't) open a business and where they should (and shouldn't) locate the business, entrepreneurs need data that is comprehensive, consistent, and reliable. • To help make informed decisions about whether they should (or shouldn't) invest in an entrepreneur's idea to open a business, investors and banks need to see data that is comprehensive, consistent, and reliable. Census already provides data that can help investors make informed decisions about opening a business and help them convince investors to invest in their idea, but these data are hard to find, access, and use. Therefore, the objective of this contract is to assist the Census Bureau in creating a simple to navigate and use tool that entrepreneurs would use to access selected demographic and economic data from the Census Bureau for use in their business plans and loan applications, and once developed, to facilitate the introduction, outreach and use of the tool in the user community. Task 1 - Refinement of Business Requirements and Initial Design Participate in the development and refinement of the "Open for Business" Tool requirements, defining the desired functionality of the tool, and determining how it would best used by the expected users. Task 2 - Introduction and Outreach Support Participate in the development of outreach strategies to introduce the tool and its relative merits to various stakeholders and potential user communities. Task 3 - Program Management Support Provide program management support to other areas of the Census Bureau such as the American Community Survey (ACS) and/or other program areas. This work shall include but not be limited to determining strategies for public outreach and marketing, development of strategic white papers or reports, development or review of policies, processes, and procedures, and attendance and or participation in specific conferences, meetings, and seminars The place of performance shall be U.S. Census Bureau, Economics Program Directorate, 4600 Silver Hill Road, Washington, DC 20233. The period of performance shall be from the date of award plus 36 months. The government anticipates awarding a Fixed Price contract using FAR Part 15. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: ERIMAX INC, LARGO, MD 20774. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine whether the action can be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
