Description
The Federal Aviation Administration (FAA) has a competitive requirement to develop a Cognitive Task Analysis (CAT) Instantiation Software Tool that can be configured by FAA researchers in accordance with the Screening Information Request (SIR) and the Statement of Work (SOW). It is anticipated that a firm-fixed-price type contract/order will be awarded as a result of this SIR. This competitive requirement is 100% set-aside for small business concerns. The NAICS code applicable to this requirement is 541511, Custom Computer Programming Services. The business size standard for this NAICS is $25.5 million. ALL QUESTIONS REGARDING THE SIR/SOW MUST BE RECEIVED IN WRITING NO LATER THAN 12:00 P.M. CENTRAL TIME ON JULY 11, 2014, TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF OFFERS. QUESTIONS WILL BE CONSOLIDATED AND A RESPONSE WILL BE PROVIDED AFTER JULY 11, 2014. SUBMIT TO: brenda.elliott@faa.gov and monique.pelletier@faa.gov Contractors must be registered with the System for Award Management (SAM) www.sam.gov on the date established for receipt of offers, July 23, 2014. Reference AMS Clause 3.3.1-33. Proposals must be received by the FAA, Bid and Proposal Officer, no later than 12:00 p.m. Central Time, July 23, 2014. Proposals shall be addressed to: FAA, MMAC, Office of Acquisition Services, AAQ-100, Bid and Proposal Officer, Room 313, Multi-Purpose Building, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled with: SIR DTFAAC-14-R-02988; due 12:00 p.m. Central Time, July 23, 2014. All submittals will need to allow sufficient time to process through security procedures in place at the FAA, Mike Monroney Aeronautical Center. ELECTRONIC PROPOSALS ARE NOT AUTHORIZED AND WILL NOT BE ACCEPTED OR CONSIDERED. Any response(s) received after 12:00 p.m. Central Time, July 23, 2014, will not be considered. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
