- Illustrated Parts Breakdown - Kovatch PN 037299A Illustrated Parts Breakdown - Kovatch PN 059548A, 059548A001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is FA5205-14-Q-NS04; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-74, DPN 20140528, and AFAC 2014-0421. This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 423110. The Federal Supply Class (FSC) is 2510. The Standard Industrial Classification (SIC) is 5013. Requirement: Replacement Kovatch R-11 Refueler Fender Assemblies this is a brand name or equal requirement IAW FAR 52.211-6. DESCRIPTION OF REQUIREMENT (BRAND NAME or EQUAL) CLIN: Description: Qty/Unit: 0001 Kovatch R-11 Fender Assembly, P/N: 059548A 4 ea. 0002 Kovatch R-11 Fender Assembly, P/N: 059548A001 4 ea. 0003 Kovatch R-11 Fender Assembly, P/N: 037299A 4 ea. Please include shipping cost, FOB Destination and estimated delivery date to: W1BG DLA DISTRIBUTION CPP WHSE 30 25600 SOUTH CHRISMAN RD TRACY, CA - 95304-5000 EVALUATION CRITERIA: Quotes will be evaluated in accordance with FAR 13.106-2. The Government intends to award a Firm-Fixed Price commercial contract resulting from this notice on an all or none basis to the responsible offeror whose offer meets the following evaluation criteria: brand name or equal requirement and is the lowest price. EQUAL ITEM: If item is "or equal", vendor must include the product information on the attached RFQ and submit the specifications information along with your response to this RFQ. To be considered for award, offers of "or equal" products of the brand name manufacturer, must-meet the salient physical, functional, or performance characteristic specified in this solicitation; clearly identify the item by--Brand name, if any; and Make or model number. Include descriptive literature available to the Contracting Officer and clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. Unless the offeror clearly indicates in its offer that the product being offered is an "or equal" product, the offeror shall provide the brand name product referenced in the solicitation. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFARS 5352.201-91 01 OMBUDSMAN (NOV 2012)(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
