- The Department of Energy (DOE), Advance Research Projects Agency for Energy (ARPA-E) has a requirement for a subscription service that will enable access to proprietary analysis, data, support, and analyst output to products, published by Ricardo Inc. The Government intends to award a sole source purchase order to Ricardo Inc. in July 2014. The period of performance for this award will consist of a six (6) month base period. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. Ricardo Inc. will provide web-accessible high-resolution photography and parametric benchmarking of key Electric and Hybrid Electric Vehicles systems for (9) current production EV/Hybrid platforms including: -2014 Chevrolet Spark -2013 Tesla Model S 60 (60kWh battery pack) -2013 Ford Fusion Hybrid -2013 Ford C-Max Energi -2013 Chevrolet Malibu Eco -2012 Toyota Prius PlugIn -2011 Chevrolet Volt -2011 Nissan Leaf -2011 Mitsubishi iMiev Systems analyzed within the EV/Hybrid analysis service include: -HV (Traction) battery -Transmission eMotors and Power Electronics -Thermal support systems -HV cabling -Battery charging -Body-in-white (BIW) ARPA-E & its performers rely on accurate analysis that this benchmarking service provides. Web subscription services provided by Ricardo Inc. are commercially available. Ricardo Inc. is uniquely qualified and provides the EV/HEV industry with the first benchmarking service dedicated to EV/Hybrid analysis. This purchase is meant to support the DOE mission and maintain the public trust. The Classification Code for the acquisition is "B- Special Studies and Analysis - Not R&D." In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement, which shall be considered by the agency by Thursday, July 10th, 2014 at Noon, 12:00pm (Eastern) via e-mail to ARPA-E-CO@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
