Notice Type: DRAFT PRE-SOLICITATION This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any pre-proposal preparation costs. This notice announces the intent of the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) to issue a solicitation for Operations and Maintenance (O&M) services.. The contractor shall provide building Operations and Maintenance (O&M) Services for the Memphis Service Center in Mississippi for the below listed buildings. See attached document for detailed requirements. (1) U.S. Courthouse, 109 South Pearl ST., Natchez, MS (2) Dr. A.H.McCoy Federal Building, 100 West Capitol, Jackson, MS (3) U.S. Courthouse, 501 E. Court ST., Jackson, MS (4) William M. Colmer Federal Building & U.S. Courthouse, 701 North Main ST., Hattiesburg, MS 2. This procurement will be a Competitive 8(a) Small Business Set-Aside as determined by the Small Business Administration. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $35.5 million. The period of performance (PoP) is anticipated to include a twenty-three (23) day transition period, which is anticipated from 1 September 2014 through 23 September 2014, and base year period of performance beginning 24 September 2014 through 31 August 2015, with four (4) one year option. The requirement will be solicited as a commercial service using FAR 12.6 and FAR 15. To be considered for award your company shall obtain a Dun and Bradstreet Number (DUNs). You may obtain this number free of charge at 1(866)705-5711. Your company must also be registered in System for Award Management (SAM) with the appropriate NAICS code for this solicitation, web site: https://www.sam.gov. 3. Proposals Due: Proposals due date is TBD. Proposals ONLY can be submitted via AAS Business Systems (AASBS) Portal, formerly IT-Solutions Shop (ITSS) when the official Request for Proposal (RFP) is issued. Site Visit/Walk-Through Tours: The site visit/walk-through portion of the buildings will be provided by GSA starting July 8, 2014. The site visit/walk through portion of the buildings will be continued through July 10, 2014. An opportunity will be provided to view all locations. Prospective Contractors are encouraged to make an on-site, in-depth review of the facility(s), equipment, job requirements, etc. The schedule is as follows: Tuesday, July 8, 2014 8:00 AM CST Dr. A.H. McCoy Federal Building 100 West Capitol Street First Floor Conference Room Jackson, MS 39269 After site visit we will immediately depart for U.S. Courthouse, 501 E. Court ST., Jackson, MS 39201 (All travel and hotel arrangements should be made in Jackson, MS) Wednesday, July 9, 2014 8:00 AM CST U.S. Courthouse 501 E. Court ST. Jackson, MS 39201 Thursday, July 10, 2014 8:00 AM CST U.S. Courthouse 109 Pearl Street Natchez, MS 39120 Natchez should only take about 30 minutes. From there we will travel about 2 1/2 hours to 3 hours to William M. Colmer Federal Building & U.S. Courthouse, 701 Main Street, Hattiesburg, MS 39401 to complete the final inspection. (a) Parking is NOT available at the buildings. Therefore, the contractor will have to utilize paid parking in the near vicinity of the buildings. (b) Cellular phones are NOT allowed. (c) A separate site visit will NOT be entertained. (d) The maximum number of four (4) personnel is authorized to attend the site visit per Offeror. The maximum number of personnel includes subcontractors on behalf of the Offeror. The type of attendee is at the contractor's discretion and is exclusively the responsibility of the Offeror. All attendees shall be physically present at the Government's designated locations. (e) NO questions will be allowed during the site visit. (f) Offeror is solely responsible for all expenses associated with attending the site visit. Under no circumstance will the Government reimburse Offeror for attending site visit. All interested parties shall meet at A.H. McCoy Federal Building, 100 West Capitol Street, Jackson, MS 39269 at 8:00 AM, Central Standard Time (CST) on July 8, 2014. 5.
