Description
SYNPOSIS TERMS - This is a Request for Information (RFI) SYNOPSIS ONLY. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This synopsis is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This synopsis does not commit the government to contract for any supply or service whatsoever. The Office of Naval Intelligence (ONI) is conducting market research to identify the availability of commercial-off-the-shelf vibrational test bench to be used as a machinery signature analysis and fault simulator. This test bench would be used by Acoustic Intelligence (ACINT) analysts to identify, understand, and perform in-depth studies on the vibrational signatures of rotating machinery and the associated faults modes of various mechanical components. The hardware of the test bench shall include the following elements: Variable speed AC motor, power supply, data acquisition system, and testing components to simulate various operating and fault scenarios for different types of machinery. The entire system shall be mounted on a secure bench top base plate with the capability of being easily reconfigured by adding, positioning, aligning, and/or removing the above listed elements. All elements of the test bench need to operate in a fully integrated manner as well as independently. The test bench shall include safety features to protect the user during operation, utilize non-proprietary connectors, and be expandable. The test bench shall include modular components for the testing of rotating machinery components and faults modes. These modular components must be capable of being easily installed, aligned, and removed from the base plate with minimal tools, and be capable of operating independently and jointly with other modules. The integrated system shall include at a minimum the following: System must be able to be bench mounted, or come as a part of an integrated bench. Three phase, 1 HP or greater motor, with a pre-wired self-aligning mounting system, power supply, vibration isolator mounts with a base stiffener Reciprocating compressor kit consisting of at least a one-half HP compressor, a minimum of one five-gallon air tank with flow controls and all needed piping and mounting equipment System must be capable of recreating at a minimum the following mechanical faults: bent rotor shafts of multiple sizes, rolling bearing resonance, sleeve bearing resonance, worn straight tooth gearbox, mechanical rub, fan vibration, cavitation visualization, compressor faults, unbalanced motor, broken rotor bars, stator winding faults, and motor voltage unbalances. All faults must be known, calibrated, reproducible, faults must be able to run for extended periods of time, and not create safety of life concerns User training at customer site covering at a minimum: Use, set-up, configuring, basic troubleshooting; Manuals including technical and user Responses to this synopsis are due 14 July 2014 at 12:00PM Eastern Standard Time (EST) in the form of a capabilities package that (1) includes the company's profile to include name and address of respondent company and name, telephone and email of point of contact; (2) company's experience in producing commercial-off-the-shelf vibrational test benches ; (3) technical description and data/spec sheet(s) of the contractor's product and (4) a brief explanation on how the contractor's product meets the specifications sited above. Further, the release of the RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future RFQ, if issued.
