Description
BACKGROUND The National Assessment Governing Board (hereafter Governing Board) is conducting research to inform Governing Board policy for reporting preparedness of 12th grade students in reading and mathematics on the National Assessment of Educational Progress (NAEP). Pursuant to agreement with ACT Inc., the Governing Board has issued a Request for Proposals (ED-NAG-14-R-0003) to seek contractor services in support of a content alignment study of the 2013 NAEP for Grade 8 reading and math with the ACT Explore assessments of these subjects. The content alignment study to be conducted under this RFP will evaluate the extent to which the content in NAEP grade 8 reading and mathematics aligns with the content of EXPLORE reading and mathematics. ACT Explore Assessment As one of the two college admissions assessments in the United States, the ACT, owned and developed by ACT, Inc., is administered to hundreds of thousands of high school students each year. This test is a key source of information regarding student preparedness for higher education. The EXPLORE assessment, owned and developed by ACT, Inc. is administered to 8th grade students in several states to measure the extent to which students are on track to achieve preparedness for higher education by the end of grade 12. REQUIREMENTS The assistance of ACT, Inc. is required to access data collected by ACT and other information for conducting the research work on 12th grade preparedness. The Governing Board intends to award a sole source contract to ACT, Inc. for provision of data, materials, and services for two types of studies: (1) Content alignment studies to examine the extent to which the NAEP and EXPLORE assessments measure the same knowledge and skills in similar ways. The Governing Board wishes to examine the content alignment of NAEP reading and mathematics assessments of 8th graders to inform results from statistical linking studies of NAEP and EXPLORE, currently underway in three states. The studies of NAEP and EXPLORE will help inform the feasibility of using grade 8 NAEP to examine the extent to which students are on track for being academically prepared for higher education at the end of grade 12. (2) Statistical relationship/linkage studies with NAEP performance scores. Student scores made available by ACT, Inc. will be used to develop estimates of score ranges on the NAEP in each subject that are approximately those required for admission to college and placement in college courses. The studies will use proprietary data and materials to be provided by ACT, Inc. that are not available to the public or the government. As the developer and administrator of the ACT and EXPLORE assessments, ACT, Inc. is the sole entity with the proprietary data that can be provided for this research study. This solicitation will be awarded in accordance with the authority of FAR 13.106-1(b)(1) as only one responsible source can provide the required data and services for the proposed research. The period of performance is approximately 12 months for the content alignment studies and 24 months for the statistical relationship/linking studies. This announcement is not a solicitation; it is provided in accordance with the requirements of 10 U.S. Code § 2304 (c)(1) and FAR Subpart 6.301-1(a)(2)(i)(A). Services are planned to be procured under two separate purchase orders, issued under the authority of FAR Part 13, Simplified Acquisition Procedures. Anticipated costs negotiated with ACT Inc. will comply with the legislative requirements referenced above, and will be fully documented as fair and reasonable.
