Combined Synopsis/Soliciation for DTNH22-14-Q-00282 'Software Lease for Crash Simulation Pre and Post Processing' **PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED** This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subparts 12.3 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most current information in reference to this acquisition. The National Highway Traffic Safety Administration (NHTSA), Office of Acquisition Management (OAM) is issuing this solicitation, number DTNH22-14-Q-00282, as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-73 effective May 30, 2014. This requirement will be awarded as a commercial item under the procedures outlined in FAR Part 12. NHTSA intends to award a Firm-Fixed price (FFP), Competitive award. This RFQ will be issued in accordance with FAR Part 6.1, Full and Open Competition. This determination was made based on Market Research conducted for this acquisition. T he proposed contract action is for the Software Lease for Crash Simulation Pre and Post Processing. The North American Industrial Classification System (NAICS) code for this procurement is 541511, "Custom Computer Programming Services", with a size standard of $25.5M. The Product Service Code for this procurement is D319, "IT & Telecommunications - Annual software maintenance service plans." TECHNICAL SPECIFICATIONS C.1 BACKGROUND NHTSA's Vehicle Safety Research Division uses LS DYNA3D and MADYMO to perform finite element and rigid body analysis to support NHTSA's research programs. NHTSA needs a pre/post processor software to develop crash simulation models and to run studies using previously developed models. This procurement is intended to obtain a software lease for pre and post processing of crash simulations. Pre- processing capabilities must be able to import, view, manipulate, and output crash simulations models for use with the LSDyna3D and MADYMO simulation programs. Post processing capabilities must include the ability to input the simulation output files, plot force, acceleration and velocity responses and animate the 3 dimensional kinematic and stress responses appropriate for the finite element and rigid body simulations. This lease is intended to lease the software for a single year with four additional option years. C.2 SPECIFIC REQUIREMENTS C.2.1 Pre Processor: The software shall be able to create/edit and output CAD Geometry and DYNA 3D keyword files. The software shall provide tools that are useful to create finite element models for LS-Dyna. The pre-processing software is intended to provide a complete set of geometry editing tools helps to efficiently prepare CAD models for the meshing process. The software must read in surface files (such as IGES, STL formats) and allows the user to mesh and create finite element models to be output then as LS-Dyna keyword formats. The pre-processor shall also support the integration of separate existing models, positioning, and applying initial conditions such as velocity. Specifically, the software shall support Loading multiple LS-Dyna keyword files and positioning the FEA objects for simulation. The pre-processing software shall support meshing of various geometry and morphing existing mesh files. The software must support finite element occupant modeling through occupant and seat belt positioning, seat deformation pre-simulation, and air bag characteristic. The software shall support an Occupant Safety tool to simplify the modeling of vehicle occupants and restraints..The software shall also support exporting an analysis run for various disciplines including LS-Dyna and MADYMO, including both kinematics and channel information. C.2.2 Post Processing: The software shall be able to import and analyze both MADYMO and DYNA 3D simulation output data. It should be able to support analysis and output for both digital video, and engineering data. The post processing software shall perform the following functions, but not limited to: visualization environment for finite element analysis and multi-body system simulation. The software shall provide an intuitive graphics user interface. The software shall allow the user to do a series of mathematical, numerical, filtering, and statistical analysis on the output data. The software shall be useful in creating the Prescribed Structural Motion (PSM) files based on an LS-DYNA d3plot input. The PSM files output is in an ready-to-be-used format for the MADYMO input deck. C.2.2.1 Animations : The software shall have the ability to read in KIN3 and D3Plot data files and be able to show the animations on the screen and sync different animations on the screen. It shall be able to rotate and orientate the 3D animations to user specified projection. The software shall also output the animations and sync animations to avi or mpeg formatted files. C.2.2.2 Data Analysis : The software shall be able to read in DYNA and MADYMO output data files and be able to apply standard SAE and other filters and calculate standard occupant crash injury measures from the simulation output. C.2.2.3 ASCII files : The software shall be able to import and plot ASCII files for comparison with the crash simulation results. The software shall also be able to export ASCII text files. C.2.2.4 Sync Animations to data plots : The software shall be able to display and sync animations and data plots at the same time. It shall be able to mark the plots as the animation plays. This function is critical for relating occupant injury measures to the vehicle and occupant crash kinematics. The software shall be able to output these plots and animations to avi and/or MPEG formatted video files. C.2.2.5 Determine Quality of Model : The software shall be able to give detailed statistics about the quality of the FE model and its suitability for crash simulation. The software shall provide user-friendly advanced features to help improve the FE model in terms of quality and accuracy of the resulting simulation. C.2.2.6 User Friendly : The software shall have user friendly features to help efficiently edit/modify the large, >1,000,000 node, FE models typically used for vehicle crash simulations. C.2.2.7 Workstation Support: The software lease shall sufficient to support three PC windows workstations simultaneously for finite element simulation pre and/or post processing. Period of Performance The Period of Performance/Date of Delivery is a 12-month Base plus four 12-month Options from date of award. The Contractor should date invoices as close as possible to the date of the mailing or transmission. •3) Timeframe covered by the invoice. •4) NHTSA Contract number. •5) Task Order Number (as applicable). •6) NHTSA Contracting Officer's Name. •7) NHTSA Contracting Officer's Representative's name. •8) NHTSA Task Order Manager's Name •9) Itemization of costs to include: •a) Contract Line Item Number (CLIN); •b) Number of hours worked for each Labor Category billed; •c) Associated Labor Rate for each Labor Category billed; •d) Total reimbursement requested for that specific invoice; and •e) Cumulative Total of reimbursements to date (for that Task/Delivery Order). Labor charges are to be substantiated by individual daily job time cards or a record of records to be retained by the Contractor and made available for the Government's inspection on an "as-required" basis. Name and address of contractor official where questions regarding payment should be referred. The Contractor shall certify that the hours worked and Labor Categories being charged to the Government are correct, and that the dollar amounts invoiced were incurred for the work billed. If the invoice does not comply with these requirements, the invoice will be returned as an improper invoice within seven (7) calendar days after receipt. Rating and optimization of Model quality The offeror shall demonstrate a robust methodology for rating the quality of FEA meshes and providing the user with detailed statistics related to the suitability of a model for crash simulation. Offerers should discuss the ability of the software to help improve the mesh quality and the overall model suitability for crash simulation. The following information should be included in the PRICE QUOTE: The price quote should be structured to include: •1. Price of equipment; •2. Delivery/Shipping Cost; and •3. Any relevant Warranty information. ASSUMPTIONS AND CONDITIONS Contractors are expected to meet all specifications associated with the Technical Specifications contained herein. Contractors specifying any assumptions, conditions, or exceptions in their quotes which are not agreeable to the Government may be considered non-responsive and rejected. Further, the Government will reject a Contractor's quote containing any qualifications placed on their quoted price for work performed that are within the scope of the awarded purchase order. FAR 52.212-2 Evaluation - Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (are of equal importance): •1. Technical Approach a. Past Performance Past performance will be utilized to determine the quality of the Schedule Contractor's past performance as it relates to the probability of success of the required effort. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance. •- P rovide a listing of at least three references that have received services similar to those described in this RFP's Statement of Work and who can attest to the quality of work provided by the Contractor. References from Federal agencies are preferred and should include: (1) name of agency or organization receiving the service; (2) name of reference's point of contact, phone number, or e-mail address; (3) date services was provided; (4) applicable contract number; and (5) title and brief description of services provided; and •- Identify any Federal Government contracts which have been terminated for default or terminated for convenience over the past 6 years. The Offeror shall explain the circumstances surrounding any termination. •3. Price When combined Technical Approach and Past Performance are more important than price (price is not scored). (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
