- Title: A State-of-the-Art Webpage for the NIOSH Quality of Worklife (QWL) Survey The Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology, Cincinnati, Ohio intends to award a sole source firm fixed price purchase order to the National Opinion Research Center, 1155 E. 60th Street, Chicago, IL 60637-2745 for data coding, analyses and documentation according to the statement of work below: Statement of Work Title: State-of-the-Art Webpage for the NIOSH Quality of Work Life (QWL) Survey Background and Need- The NIOSH Quality of Worklife (QWL) survey is the only national survey in the United States devoted to tracking the changing nature of work, and the impact of this continually shifting landscape on worker well-being, health, and safety. The primary purpose of the survey is to characterize the nature and extent of continuing changes in work organization and the consequences of such changes. Additional purposes are to establish baseline and normative data for tracking trends in work organization factors, to detect emergent work organization issues, and to identify targets for intervention to improve worker health and safety. Despite the empirical significance of the QWL survey, information about it can be difficult to find on the internet as there is no single location that provides complete background information about the survey, access to the QWL data, and supporting documentation and resources. As a result, the dataset is underutilized by the researcher and practitioner communities. Further, while the information obtained by the survey is potentially valuable to both large and small businesses, the data have not been disseminated to managers and business leaders of both small and large companies. To raise the visibility and accessibility of these data to these audiences, there is an important need. The need is for NIOSH to increase innovation with respect to the analyses and dissemination of these important data. Increasing NIOSH analyses and publication activity on the dataset in innovative ways is expected to have a significant impact on target audiences. It will foster a broadening and deepening of knowledge about the complex relationships between work organization, stress, and other health and safety outcomes. A richer knowledge base in this area will also pave the way toward more comprehensive approaches to prevention and intervention of occupational safety and health problems. Project Objective- The purpose of this purchase request is to obtain data coding, analysis, documentation (of data analyses) for the project, "A State-of-the-Art Webpage for the NIOSH QWL Survey." The goal of the project is to increase dissemination of QWL data via innovative publications and other products. The project is located in the Work Organization and Stress Research Team (WOSRT) within the Division of Applied Research and Technology (DART). Scope of Work-There is a need for assistance with coding and analyzing QWL survey data so that the NIOSH project officer and project team can generate and disseminate specialized publications featuring the data. Technical Requirements-To successfully fulfill the requirements of this purchase request, the Contractor will need to have intimate and in-depth knowledge of the methodological and other interworkings of the General Social Survey (of which the QWL is a part) along with the methodological and other interworkings of the QWL itself and be in possession of all General Social Survey (GSS) and QWL raw data for all waves of data collection for the QWL. The Contractor must also possess the necessary equipment, supplies, software and personnel to successfully complete the tasks specified below. Task 1: Data Coding, Analyses, and Documentation The project officer and project team will collaborate with the Contractor to develop a data analysis and publication plan. The plan will include a description of all variables from the GSS and QWL that will be analyzed. Using the finalized plan, the project officer and project team will work with the Contractor to create a "master data file" for analysis. Based on in-depth methodological and other knowledge of the GSS and QWL and of the full range of data analysis possibilities for this combined dataset, the Contractor will make recommendations for the types of codes that will be appended, with the project officer and project team making the final determination of the codes that will be appended to the dataset. A description of the codings will be included in the data analysis and publication plan. To create the master data file, the project officer, project team, and Contractor will: 1) combine all raw data collected from the 2002, 2006, 2010 and 2014 QWL administrations, 2) integrate variables as identified by the PO and project team from the GSS from these years, and 3) append special codings as determined by the PO and project team to the dataset that will expand the depth and range of data analyses. Once the master datafile is created, the Contractor will perform planned data analyses using SPSS or SAS software. The exact versions of the software programs to be used will be discussed upon purchase request award. The Contractor will provide periodic updates to the project officer and project team on data analyses results and will provide to them records/documentation of all statistical analyses performed. The Contractor will detail records/documentation in a way that will effectively facilitate the project team's publication of results and submit them to the project officer and project team. Reporting Requirements/Schedule- To facilitate the completion of tasks specified in this contract, the Contractor shall coordinate telephonic conference calls and in person meetings at the Contractor's facilities, as needed, to plan and to discuss the implementation of this work with the NIOSH project officer and/or project team. Within 21-28 days of contract award, Contractor shall have coordinated either a telephonic or an on-site initial planning meeting between its staff (including the project director, sampling experts, statisticians, etc.) and the project officer and/or project team. The Contractor will send a summary of meeting discussions after meetings have taken place. As the tasks described in this purchase request are in progress, Contractor shall provide periodic progress reports briefly describing the current status of the work on each task. The report shall be narrative in form and shall include a summary of progress toward completion of this work, any changes in the procedures used, and problems encountered to date, including the Contractor's assessment of the specific impact of such problems on estimated costs and scheduled date of completion. Each monthly report shall include the following information: Person hours of time and dollars expended on each activity for the current reporting period and year-to-date by individual name and type of personnel utilized (clerical, professional, managerial).  Cost other than personnel for each activity including projected expenditures for the next month.  Any changes in the completion dates as outlined in the original time schedule.  This report shall be due ten days after the end of each month. The contractor shall send reports to the project officer via email (Reports can be delivered in the text of emails or in Microsoft Word documents). Additionally, the Contractor shall send files documenting the Contractor's data analysis in an electronic format as agreed upon with the NIOSH project officer and project. Records describing the analyses so that the project officer and project team can generate publications and other products based on the Contractor's data analyses shall be sent in Microsoft Word documents or in another software program as agreed upon. Finally, the contractor shall submit to the project officer for review and approval a written draft final report that summarizes the performance of the task once completed. Special Considerations-N/A Government Furnished Property-N/A Period of Performance/Delivery Schedule- Period of Performance Task 1: Data Coding, Analyses, and Documentation, September 1, 2014-August 31, 2017 Delivery Schedule The Contractor shall provide to the NIOSH project officer and, in some instances, the NIOSH project team the following items, in the stated quantities, and within the time frames specified below (Most text documents should be sent in MicrosoftWord. All data files should be in SPSS or SAS). Item Description, Quantity, Delivery Date, Deliver To: 1. Summary from initial planning meeting for Task 1, 1 copy, September 29, 2014 or within 30 calendar days purchase request award, Deliver to NIOSH PO.2. Confirmation that master datafile containing selected GSS and QWL variables and specialized coding has been completed. 1 copy, December 30, 2015, deliver to NIOSH PO 3. Data analysis records/documentation 1, 1 copy, September 30, 2016 deliver to NIOSH PO and Project Team. 4. Data analysis records/documentation 2, 1 copy, June 30, 2017, deliver to NIOSH PO and Project Team. 5. Final documentation/debriefing/discussion, 1 copy, August 1, 2017, deliver to NIOSH PO and Project Team Research and Development This project involves research and development. The purpose of the project is to obtain and disseminate greater knowledge of the changing nature of work, work organization and occupational safety and health of the U.S. workforce. Data obtained and materials and other products developed under this contract shall only be used in the manner specifically prescribed. Uses other than those prescribed must be approved by the PO prior to the initiation of such activity. This contract action is for a product for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
