- Market Research and Sources Sought Notice for information on capability and availability of potential contractors to perform dredging actions in open waters up to the Outer Continental Shelf (OCS) in Alabama Waters, Mississippi Waters and U.S. Waters south of Alabama and Mississippi for implementation of the Mississippi Barrier Island Restoration, Mississippi. This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms who own ocean certified dredges (as would normally be expected to support a large dredging operation) to perform the work specified below. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates four future phased procurements in fiscal years 2015 and 2016 for the rental and/or unit price of dredging equipment to perform dredging actions that will retrieve sand material from designated open water borrow areas located south of the Mississippi barrier Islands in the Gulf of Mexico for open water deposition at and between East Ship Island and West Ship Island, Mississippi. The cost of construction is expected to range between $50 to $100 million for each of the first three phases and between $5 to $20 million for the fourth phase. The over arching proposed construction duration for all four phases is approximately 800 calendar days with each contract action (phase) defined as follows: Phase- 1 460 days, Phase-2 305 days, Phase-3 215 days and Phase-4 155 days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237990 with a Small Business Size Standard of $25.5 million. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope, including use of and ownership of or access to ocean certified dredges and describing no more than five (5) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL. ALL RESPONSES MUST BE MAILED to: U.S. Army Engineer District Mobile, Attn: CT-C/Kyle M. Rodgers P.O. Box 2288, Mobile, AL 36628. Submittals are due no later than 11 July 2014. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information.
