- The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for Keswick Powerplant Main Bus Replacement. This procurement is set-aside for Total Small Business concerns only, and will be a negotiated procurement that will consider past performance, technical capabilities, and price in the award decision. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237130 and the related small business size standard is $33.5M. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require 100% performance and payment bonds. Solicitation R14PS00449 will be posted electronically via www.fedbizopps.gov on or about July 15, 2014. The date for receipt of offers will be approximately August 15, 2014. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. PRINCIPAL COMPONENTS OF WORK: This procurement requires the removal of the existing 6.9 kV isolated phase bus and enclosure from each of the three Keswick unit generators. The Offeror shall test for, handle and dispose of hazardous materials integral to existing main bus systems. The Offeror shall design and install a 15kV replacement for each of the three unit generators main isolated phase buses. The new main bus shall to be Segregated Phase Bus type. The government will request the Offeror to bid on aluminum and copper busses and the Government will select the Bid Schedule that is most advantageous to the Government. The Offeror shall remove, protect and reconnect all electrical equipment on existing isolated phase buses. The Offeror shall test each new main phase bus and each device, now connected to the existing main phase bus, for proper post installation operation. The Offeror shall commission the new installation before turning work over to the Bureau of Reclamation and Federal high level security requirements will apply.
