- This is a Request for Information (RFI) pursuant to FAR 15.201. This is not a Request for Quotations or Proposals. Program Executive Office - Command Control Communications Tactical (PEO-C3T), Project Manager Tactical Radios (PM-TR) is seeking industry feedback regarding a potential future requirement for a low-cost, lightweight, voice only radio for dismounted soldiers based on the SINCGARS radio standard. General characteristics of this potential future requirement are as follows: - Handheld form factor - Spreaker/Microphone can be built-in or attached by cable - Operate the SINCGARS waveform but with modernized National Security Agency (NSA) approved cryptography - The cryptographic capability is not required to be programmable - Voice only, none of the SINCGARS data modes will be required - Radio would need to operate over the air with current SINCGARS radios in plain text voice mode - Minimum frequency band of operation would be 30-88 MHz - Radio should be as small as possible - Radio should be as lightweight as possible - Radio should meet the same transmission range capabilities as the current dismounted SINCGARS radio - Preference is for the radio to use current inventory battery but a solution requiring new batteries would be considered - Radio should minimize power consumption to maximize battery life and operate on a single battery for at least 8 hours and require minimal battery changes for 24 hour operation. - Radio will need to receive NSA certification for operation up to Secret prior to delivery - Radio will need to operate in a military environment Interested sources are encouraged to provide responses to the questionnaire below. What is your company's best estimate of the unit price of such a radio for a one-off purchase? What about a purchase of 1000 radios? 3. Please provide a schedule and timeline for your company to begin delivering such a radio on a mass production scale (i.e. 1000s of radios). 4. Does your company currently have a product that meets the general characteristics listed above? 5. Does your company consider this a Non-Developmental Item (NDI)? Why or why not? 6. Are there any general environmental and/or other requirements that, if relaxed, could significantly reduce the production cost of such a radio, such as temperature range, immersion, incorporation of a display etc. 7. What information, technical or otherwise, would your company need in order to propose on a solicitation for such a radio? The Government does not presently intend to award a contract, but is seeking to obtain price, delivery, capabilities, and other market information for planning purposes. Please make your responses and detailed and as thorough as possible. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses to the questionnaire. Please submit responses to the questionnaire electronically as one complete document in the questionnaire structure in a format chosen by the responder. Interested sources should submit the requested information, as well as any questions, no later than 1500 hrs EDT on 25 July 2014 by email to matthew.j.connolly1.civ@mail.mil. When submitting responses please reference RFI No. W15P7T-14-R-0029 in the subject line of the email. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested bidders unless the question is identified as propriety. Telephone responses will not be accepted.
