Description
SMALL BUSINESS SOURCES SOUGHT NOTICE-HHS-NIH-NCI-SBSS-TBS-7034-4-IN Cell Analyzer 2200 imaging system This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small business; veteran-owned small business; woman-owned small businesses, or small disadvantaged businesses; and (3) their size classification relative to North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned NAICS code 334516 with a size standard of 500 employees. The Government intends to negotiate on a sole source basis with GE Healthcare Bio-Sciences Corp., 800 Centennial Avenue, Piscataway, New Jersey 08855-1327, to provide an IN Cell Analyzer 2200 imaging system. This is not a request for competitive quotes. If you believe your firm is able to provide the product as described below, please provide the information as requested in this Small Business Sources Sought Notice. Background: The Radiation Oncology Branch conducts research on the biologic and therapeutic effects of radiation administered alone or in combination with chemotehrapeutic agents and targeted agents. An important part of this mission is to understand the effects of radiation on normal and cancerous cells and tissues. The Radiation Biology Branch is focused on research aimed at identifying and incorporating novel approaches to cancer treatment, evaluation, and prevention. These studies require a broad range of capabilities including live cell imaging, FRET studies that allow evaluation of molecular interactions, high throughput automated analysis of various treatment effects, such as DNA damage repair, and high resolution imaging of immunofluorescently stained cells and tissues. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. Interested parties are expected to review this Notice to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk. Purposes and Objectives: The Radiation Oncology Branch is proposing to purchase the IN Cell Analyzer 2200 Imaging System, sensitive wide field cell and tissue imaging system which allows high resolution image acquisition at a rapid pace. Image acquisition and analysis is fully automated to allow screening of large numbers of conditions. Because the device also allows environmental control, cells can be imaged repeatedly over time in optimal conditions for growth or in deficient environments, such as hypoxia. As these measurements are non-destructive, the effects of various treatments on the same living cell or cell population can be measured repeatedly. In addition, the integrated drug delivery ports and fluidics of the INC Cell Analyzer 2200 allow for determining real-time kinetic response of cells to drugs or targeted agents in a single experiment. The IN Cell analyzer 2200 is equipped with a solid state illuminator capable of 7 wavelengths, improving the multi-labeling capabilities beyond standard imaging platforms. The 3D deconvolution properties allow mathematical correction of 3 dimensional populations, such as spheroids or tumor colonies embedded in matrix, a critical part of other research that is ongoing in the Radiation Oncology Branch. The IN Cell Analyzer 2200 will allow us to take repeat measurements of cells over time and correlate the molecular properties with using different agents and differing concentrations alone and in combination with radiation therapy. Multiple investigators in both the Radiation Oncology Branch and the Radiation Biology Branch will use the IN Cell Analyzer 2200 to obtain a broad range of data on normal cells and multiple cancer cell lines, including glioma, colorectal, lung, breast, pancreas, and cancer stem cells. This will allow a more rapid and consistent evaluation of potential radiation sensitizers, complex mechanistic studies in vitro in live cells, and a deeper understanding of the molecular events involved in radiation sensitivity and response. Capability Statement/Information Sought: The capabilities statement must provide the requirements as listed herein and proof that you are an authorized service provider of the property listed. •Fully automated components including; 8 position emission filter wheel, 4 position objective turret, spherical aberration correction objective collars, and polychroics. •Seven color solid state illumination excitation light source. •Objectives range from 2X to 100X including standard and high NA options. •Large Format 5.5 mp, 16 bit sCMOS camera. •Preview scan feature allows the user to quickly scan a designated area of interest. •Manual microscope mode allows the user to switch objectives, filters, focus, fields of view on the fly as would be conducted in a manual system. •Laser-based, high-speed autofocus for maximum throughput. •Contrast based software autofocus algorithm. •Bright field, temperature/CO2, and liquid handling options. •Review scanning features which allows for automatic protocol linking, on the fly image analysis. Review scan can be used for rapid primary screening in low magnification, whole well imaging with subsequent hit identification and secondary screening at higher magnification of only the wells of interest (all in a sequential manner in the same plate). •Slide imaging for up to 4 slides at a time. Plate imaging for standard SBS footprint samples (including 6 well to 1536 well as well as custom maps with plate building software). Anticipated Period of Performance: Delivery shall be made within 90 days after award. Other Important Considerations: •Include taxes, shipping and handling. •The IN Cell 2200 shall have a minimum warranty period of one (1) year, including parts and labor. •Include descriptive literature, warranties, and /or other information that demonstrates the ability to meet the above specifications. Information Submission Instructions: 1.Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed ten (10) single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above and in the draft SOW. Tailored capability statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address) as well as the eligible small business concern's name, point of contact, address and DUNS number. 2.Number of Copies: One (1) electronic copy of the capability statement submitted electronically (via e-mail) to Tim Crilley, Contracting Officer, and Dawn Albertini, Contract Specialist. 3.Delivery Point: Electronic copy of the capability statements sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Tim Crilley, Contracting Officer, at tcrilley@mail.nih.gov and Contract Specialist, Dawn Albertini, at Dawn.Albertini@nih.gov in MS Word or Adobe Portable Document Format (PDF). Facsimile responses will not be accepted. 4.Common Cut-off Date: Electronically submitted tailored capability statements are due no later than 12:00PM (EST) on July 8, 2014.
