Amendment #1 to Request for SF 330's VA69D-14-R-0666 25 JUNE 2014 1.DUE DATE EXTENSION: A/E firms that meet the requirements listed in this request for SF 330s are invited to submit one (1) hard copy and (1) electronic copy of the SF 330 with appropriate documentation by close of business July 3, 2014. 2.QUESTION: My question is in response to the section entitled "Travel". We are located in "REDACTED" which would be outside the limitation of 300 miles each way or maximum 600 miles. If we limit our travel costs to the equivalency of the 600 miles round trip and time associated with the site visit, will we be Okay in our proposal submission or will be downgraded for being outside a 300 mile radius. ANSWER: You must limit your travel costs as stated in the Travel section of the Statement of Work; however you will not be downgraded for the location of your business being more than 300 miles away. 3.QUESTION: On page 7, Qualification #2, it is stated the FPE firm must employ a minimum of three fire protection engineers with a BS in Fire Protection Engineering and a professional engineering registration in field of fire protection. My question is in regard to the definition of "FPE firm." Is this considered to be only the prime small business offeror/contractor or does it include both the prime small business offeror/contractor and any sub-consultants? ANSWER: The FPE firm is the prime contractor offeror. 4.QUESTION: Would a Master's in Fire Protection Engineering be an acceptable credential in place of a Bachelors of Science in Fire Protection Engineering? ANSWER: Yes. 5.QUESTION: Qualifications, paragraph 2 states "...The FPE firm must employ a minimum 3 fire protection engineers with a BS in Fire Protection Engineering and a professional engineering registration in field of fire protection." Is the intent of the VA to have the minimum required 3 fire protection engineers to have BOTH a BS in Fire Protection Engineering AND professional engineer registration? Typical VA and other Government entities define a Fire Protection Engineer as either having a fire protection engineering degree from an accredited university OR be licensed as a fire protection engineer. I have a degree in Mechanical Engineering from Cal-State Long Beach but have been a licensed Fire Protection Engineer for 14 years. My Associate Engineer has a Fire Protection Engineering degree from University of Maryland but is not a licensed Fire Protection Engineer. ANSWER: Qualifications, Paragraph 2, sentence 2, is hereby revised to read as follows: "... The FPE firm must employ a minimum 3 fire protection engineers with a BS in Fire Protection Engineering (or a related technical\engineering field) and a professional engineering registration in field of fire protection." 6.QUESTION: I noticed that the SF330 document provided with this solicitation has a revision date of 2013. My question is can I submit on the 2004 documents? If not is there a word copy of the SF330 2013 available for submitters use? If yes can you please tell me where I can find this document. Though the pdf file for the new form is edit capable it does not allow for adding additional personnel and or project experience. I have looked for the revised SF330 - 13 in a word file and I cannot find one. ANSWER: Use of the 2004 version of the SF330 in MS Word format is acceptable. 7.QUESTION: Within the final section of the solicitation, SF330 Package Preparation, Item #6 of the evaluation factors asks for submission of ten (10) "project compliance lists." Is this a specific format or check sheet that is being requested. Although we have worked on numerous VA projects, we are unfamiliar with this term and request clarification on what information is required for these lists ANSWER: SF330 PACKAGE PREPARATION, Section 6. Specialized Experience of Team is hereby revised as follows: Specialized Experience of Team - Specialized experience with providing Fire Protection engineering services for health care facilities and specifically Veterans Administration Medical Centers. Submit separate example projects compliance lists (10 each) for that demonstrate the firms experience in Life Safety Assessment/SOC, fire alarm design, fire sprinkler design and code consulting projects within the last 10 years.
