- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON BRIDGE CONTRACT TO PAE APPLIED TECHNOLOGIES TO PROVIDE BASE OPERATING SUPPORT SERVICES. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a firm-fixed price bridge contract on a sole source basis to PAE Applied Technologies under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for a one year base period. The anticipated award for a bridge contract to PAE Applied Technologies is to provide Base Operating Mission Support services for the 71st Flying Training Wing located at Vance AFB in Enid, OK. The services included are Communications and Information Technology, Housing Management, Operation and Maintenance (O&M), Space Management, Grounds and Site Maintenance, Engineering Services, Environmental Management, Utilities and Energy Management, Fire Protection, Supply, Transportation, Purchasing, and Community Services as described below. Communications & Information Technology: management of all enterprise services, Base Multimedia (MM) Center, and Information Management on Vance AFB. These services encompass 3,000 user accounts and e-mail accounts, 22,500 public folders, 5 Information Transfer Nodes (ITN), 70 end building node switches, 80 servers, and 3,500 functioning telephone lines, Graphics, Photo, Presentations, Video Productions, Public Address, Video/Audio Teleconferencing, MM Equipment/Software maintenance, MM Equipment Planning, Forms and Publications Management, Administrative Orders, Reprographics, Base Distribution, and Postal Service Center. Housing Management: management of Military Family Housing (MFH) units. Operations and Maintenance (O&M): maintaining real property and real property installed equipment (RPIE) and implementing programs to improve the base living and working environment. Supports all facilities on Vance AFB, billeting facilities, dormitories and Kegelman Auxiliary Airfield. Maintain and repair of all RPIE, and similar real property installed equipment. Space Management: working in close partnership with facility managers, maintenance personnel, and regular users of spaces, maintain (and, when necessary, restore) a clean, orderly working and living environment. Grounds and Site Maintenance: performs grounds and site maintenance, integrated interior and exterior pest management services, landscaping, irrigation, vegetation management, refuse services, and building demolition services IAW industry, OSHA, state and federal laws and all applicable regulation. Engineering Services: provide program management, comprehensive planning, project programming, project design and acquisition, construction management, GeoBase System, engineering support, and as-built records management. Environmental Management: implements and maintains the Environmental requirements of Vance's overarching Environmental Safety and Occupational Health Management System (ESOHMS) to provide management of environmental compliance requirements, pollution prevention initiatives, and management of environmental resource requirements. Utilities and Energy Management: dedicated to effectively managing energy resources as well as the operations and maintenance of utilities infrastructure (Electricity, Natural Gas, Potable Water and Sewage). Fire Protection: provide Fire Protection/Emergency Services and Rescue Operations. Provide aerospace vehicle alert services and rescue operations for Kegelman Field during flying operations. Supply: provide a broad range of supplies, equipment, mobility bags, clothing, weapons and other materials. Transportation: provide passenger processing and transportation, cargo movement, vehicle fleet management and maintenance of Vance AFB vehicles. Purchasing: purchase and manage all supplies, services and construction (excluding MILCON). Provide administrative support of contracting operations. Community Services: includes Child Development Programs, Youth-Activities, Preschool and School Age Programs, Teen Programs, Fitness, Equipment Check Out, Outdoor Recreation, Library, Fitness, Sports programs. Due to evolving requirements based on fiscal policy and budget constraints, the follow-on requirement has been delayed and has not been awarded. The bridge contract is necessary to continue the critical requirement and meet the AETC Vance AFB Operating Support mission, while the recompete is in process. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 5:00 PM (Central Standard Time) on July 10, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
