Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of Massachusetts Boston to provide stable isotope and trace element analyses of statoliths, otoliths and water necessary for modeling and interaction of market squid with spawning grounds and for determining the most essential habitats for squid and fishes living in the California Current Ecosystem. UMASS Boston EAF laboratory is led by experienced and world renowned researchers in the field of stable isotope and trace element research. Additionally, the EAF has all of the needed analytical instruments in one laboratory setting and the unique and proven capability of handling extremely small samples such as the squid statoliths (pilot experiment). Utilizing the services of this lab will ensure consistency in approach and calibration methods which will facilitate the integration of analytical data and improve data consistency. Finally, it is important to use the services of this laboratory to guarantee the continuation of work and to facilitate the timely completion of research in progress. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only University of Massachusetts Boston can complete the work and provide the deliverables under this contract. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
