Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 with the Bell Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo TX 79111 to field a Beyond Line Of Sight (BLOS) communications capability on CV-22 aircraft. The BLOS capability consists of the necessary equipment to support HF radio communication and includes permanent, (A-Kit), and removable, (B-Kit), hardware that allows the user the flexibility to install or remove the BLOS capability as the mission dictates. Releasing software to provide control of the HF radio is also included in the effort. This effort addresses the completion of the Non-recurring Engineering (NRE) for retrofit incorporation of the BLOS Communications Suite A-Kit; NRE to qualify the Government furnished KY100M encryption device and remote control unit; and the procurement of A-Kits, B-Kits, interim spares, and installations of the A-Kits. The NRE will formally release previously completed documents, drawings, logistic support analysis, Integrated Electronic Technical Manuals (IETMs) updates, the Service Instruction and the submission of the Design Change Notice (DCN). This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer and producer of the V-22 Tiltroter aircraft and is the only known source that possesses the requisite knowledge of the design, fabrication, performance and operational characteristics of the aircraft required to perform this effort and expertise required to perform this effort. In addition, Bell-Boeing is the only known source that possesses the totality of engineering and technical data required to perform this effort. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
