Description
SOW The Office of the Assistant Secretary for Planning and Evaluation (ASPE) within the Department of Health and Human Services intends to negotiate on a sole source basis with The National Academies of Sciences under the authority of FAR 6.302-1 for the project entitled, " Consensus Study on Improving the Health, Safety, and Well-Being of Young Adults " using FAR Part 15 procedures. One of the core missions of the Human Services Policy division in the Office of the Assistant Secretary for Planning and Evaluation is to conduct policy research, analysis, evaluation and coordination on policies related to the well-being of children, youth and young adults. This Institute of Medicine/National Research Council's (IOM/NRC) Board on Children, Youth and Families consensus study will be the most comprehensive examination to date of the available evidence on the health, safety, and well-being of young adults; on systems and institutions that provide pathways from adolescence into adulthood; and on policies that impact young adult well-being. From this examination, Improving the Health, Safety, and Well-Being of Young Adults will develop evidence-based, independent recommendations for policies, new research, new systems development, and changes to existing service delivery models that could improve the health, safety, and well-being of young adults. These recommendations will have considerable implications for the work of the Human Services Policy division in ASPE and for the work of cross-Departmental offices with whom ASPE works closely. Consensus study members include representatives from the research, government, practitioner, and philanthropic sectors. The consensus study and products created to enhance its dissemination, such as webinars and infographics, will be used to inform practices from local communities to government systems; policies at the country, state, and local levels; and research agendas. The proposed contractor, The Committee on National Statistics of The National Academies has extensive experience convening expert committees from a variety of fields to provide objective, credible, and scientific recommendations addressing extremely complex health policy issues, such as the topic of this proposed study. The IOM's selection of experts draws on nationally known experts in the field, with specific consideration of the overall balance of viewpoints on the committee. The Board on Children, Youth, and Families is uniquely situated to convene experts and stakeholders to connect the best science on how to support young adults' developmental outcomes through interventions and policies. Forums are led by distinguished individuals selected for their extensive expertise and experience in the topic under study. The IOM/NRC can secure the participation of experts whom it invites to serve. The National Academies work is made possible by 6,000 of the world's top scientists, engineers, and other professionals who volunteer their time without compensation to serve on committees and participate in activities. The scope of work is available and attached. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency, electronically to Jennifer Eskandari at Jennifer.eskandari@psc.hhs.gov. Responses are due by July 9, 2014 by 12:00 pm EST. Responses will not be accepted after the due date. If no capability statements or proposals are received which specifically demonstrate the ability to perform the requirements above, the Government shall proceed with negotiating a Cost plus no fee order with The National Academies of Sciences Institute of Medicine.
