- INTENT TO SOLE SOURCE Dealogic SS-OFR-14-0068 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC) intends to make award to Dealogic 120 Broadway 8th Floor, New York, NY, 10271, on a sole source basis, under authority of FAR 6.302-1, for Dealogic's DCM Analytics and Loan Analytics. DCM (Debt Capital Market) Analytics and Loan Analytics are the only products primarily devoted to in depth analysis of the primary debt capital market - i.e., the syndicated loans themselves. Dealogic assigns a proprietary data identifier to the loan, lead lender, and underwriters which facilitate tracking trends in the structuring of syndicated loan portfolios and risk mitigation strategies. Dealogic does report on the secondary market; however, its principal focus is on the primary debt market, including syndicated loans. The proprietary data identifier attached to the principal lenders, underwriters, and the debt instrument itself is a component of an archival data base going back to 1980. This is the only means possible to track long-term trends and evolving strategies in the syndicated loan market. The DCM Analytics web portal provides immediate access to detailed analysis of the global DCM landscape. Analytical tools are layered over a comprehensive deal database containing information on all international and domestic issues with detailed coverage of each transaction. DCM Analytics utilizes sophisticated analytical tools to identify company and transaction similarities to accurately benchmark historical issues and to understand market trends with data going back to 1980. Loan Analytics is a database of current and historical transactions. This database is a comprehensive deal database containing information on all syndicated loans globally with detailed coverage of each transaction with data going back to 1980. The Dealogic tools are focused on the primary market. FSOC requires data for chart 4.2.3 Bond Issuance by Nonfinancial Firms, and for chart 5.1.18 EME Gross Global Bond Issuance; (2012 and 2014 FSOC Annual Report respectively) as well as underlying information on primary corporate debt financing for monitoring purposes. OFR requires the data for the emerging markets section of its annual report. For purposes of research into the underlying nonbank corporate debt market and mitigating risks, OFR and FSOC require the ability to track historical trends in the market by loan, and by the principal lead lender and principal lending partners as well as by underwriters. This requires unique data identifiers affixed to the loans/debt instruments as well as the principal members of the syndicate (both lead lenders and underwriters) as well as historical archives for long-term trend analysis NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 1400 (2:00pm ET) July 8, 2014. Responses must be submitted electronically to PSB3@bpd.treas.gov, Attn: GHANNA.REF SS-OFR-14-0068. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested database. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Dealogic. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, description of database contents, and a list of customers to which your company currently provides these products/services. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
