- USTRANSCOM, TCAQ-DPO intends to issue a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition procedures, to West Publishing Corporation. This acquisition is unrestricted. The SIC Code is: 7375, NAICS Code is 519130. The following items will be procured: Publication media for 20 subscriptions to WestLegEd library. This requirement is for computer-assisted legal research for immediate and easy access to comprehensive, relevant continuing legal education (CLE) approved by State Bar Associations. It must offer the USTRANSCOM Legal Office (TCJA) regulatory and legislative tracking tools including primary law, legal analysis and litigation materials. There will be no solicitation documents, however contractors interested in this requirement should submit a capability package which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include Offeror's On-line Representations and Certification Application (ORCA)-Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to: http://www.bpn.gov/to load required information. Responses should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Business Size, Delivery Information. etc.) in accordance with FAR Part 12. Responses must be received not later than 4:00pm CDT 10 July 2014. Responses should be submitted to USTRANSCOM, TCAQ-DPO (Mr. Lonnie M. Teague, 508 Scott Drive, Bldg. 1900W, Scott AFB, IL 62225-5357, lonnie.m.teague.civ@mail.mil). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Email responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
